- MEMORANDUM FOR SEE DISTRIBUTION 406SCMS/GUBB F-15 Tactical Electronic Warfare System (TEWS) Suite Performance Based Logistics (PBL) Industry Day Announcement and Risk Assessment Workshop 1. The Warner Robins Air Logistics Center Communications Electronics Commodity Council (CECC) is hosting an Industry Day in conjunction with a Risk Assessment Workshop from 17 to 19 Jun 2008, to solicit feedback from interested industry representatives regarding an initiative by the 406SCMS/GUBB CECC to acquire a PBL sustainment solution for the TEWS. This acquisition solution will integrate maintenance, engineering, and supply management support functions necessary to sustain critically interdependent areas of electronic detection and identification, while aligning respective countermeasures. The TEWS consists of the AN/ALR-56A/C Radar Warning Receiver (RWR), the AN/ALQ-135 Internal Countermeasures Set (ICS), the AN/ALQ-128 Electronic Warfare Warning Set, the MX-9287A blanker and the AN/ALE-40/45 Countermeasures Dispenser. TEWS provides electronic detection and identification of both surface and airborne threats. TEWS was developed by multiple contractors which included Northrop Grumman for the ALQ-135, Raytheon for the ALQ-128 and BAE for the ALR-56A/C and ALE-40/45. McDonnell Douglass was the F-15 Aircraft Integrator. This TEWS effort will fold these separate systems into a single, Performance-Based Logistics (PBL) service contract, enabling and empowering one contractor with more consistent and fluid oversight. 2. We welcome collaboration with industry to critically review our requirements and discuss mutual issues and concerns relative to our technical requirements and acquisition strategy approach. On the morning of the first day we will convene an open session for presentation of government requirements followed by a general discussion on issues and concerns. Beginning that afternoon and continuing into the next morning, we will hold a Risk Assessment Workshop. On the third day one-on-one sessions with each vendor will be scheduled to discuss specific issues and concerns relative to each company's interests. Each vendor will be allowed 20 minutes of discussion time for the closed sessions. The first 10 minutes will be dedicated to vendor presentations and/or questions. The remaining 10 minutes will be allotted to the government for specific questions directed to the vendor. Sessions will be scheduled on a first-come-first-served basis. All overhead briefings to be presented in the Decision Support Center must be compatible with the Microsoft Office Suite 2003. Presentations must be provided on a standard memory stick compatible with desktop PCs. 3.
