Description

This notice is subject to FAR 52.215-3. This is a Request for Information (RFI), and combined Sources Sought Synopsis. a- The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. b- Although ‘proposal' and ‘contractor' are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. All responsible businesses, including small businesses, are encouraged to respond to this RFI. This synopsis is for planning purposes only and neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This RFI seeks industry comments to assist the Government in locating potential sources with the ability to provide technical support services, and to develop a Performance Work Statement (PWS). The government requires information to support a requirement to provide non-personal services for both in-house and outside support and maximization of Air Force Small Business (AFSB) office resources. Responsibilities will ensure that all tenets of “Beyond Goals” initiatives are effectively supported through education, training, outreach, data analysis, market research, new requirement research, strategic sourcing research and participation, administrative support, event support and facilitation, and all other services requested by AFSB personnel. Customers include, but are not limited to senior leadership, contracting officers and specialists, small business specialists, commanders, requirements and other acquisition personnel, large businesses, and small businesses to include all socioeconomic groups. It is anticipated that support will be required in other regional areas during the period of contract performance to support relocation and establishment of small business programs and initiatives. Businesses operating in the following North American Industry Classification System (NAICS) code of 541990 All Other Professional, Scientific, and Technical Services with a size standard of $6.5M (potential sources should state their size status for the NAICS code) are encouraged to submit capability packages that demonstrate the ability to provide the services described herein. Contractors are requested to provide the contract number and point of contact for current or past contracts for same or similar services. Note that this is not a request for quotes or proposal. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is anticipated a contract may be awarded with a Base Year plus one Option Year period of performance. All packages must be electronically received by 12:00 Noon EST 30 June 2008, to lynne.hanson@bolling.af.mil. Only written inquiries will be accepted with regard to this notice.
