- The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Walter Reed Army Medical Center (WRAMC), has a requirement to provide a comprehensive and integrated Transcranial Doppler Program to assess and monitor cerebral vasospasm in support of the AMEDD Transcranial Doppler Services for Patients with Traumatic Brain Injury. USAMRAA intends to negotiate a sole source contract with Sentient Neurocare Services Inc. The intent is to make a sole source award pursuant to FAR 6.302(a)(1) only one responsible source and no other supplies or services will satisfy agency requirements. Sentient is uniquely qualified to perform Transcranial Doppler Program (TCD) brain ultrasound services for the AMEDD program to support the care and treatment of patients with Traumatic Brain Injury. Sentient is the only known US vendor that has the extensive experience and scope of services requiredTCD training and remote mentoring, monitoring and diagnostic services in the US and abroad delivered by a highly qualified staff on a 24/7/365 basis onsite or on a remote basis in a manner that meets the governments rigorous standards for quality and responsiveness. Sentient has received ICAVL (Inter-Societal Commission for Accreditation of Vascular Laboratories) accreditation signifying that their TCD Services have been peer- reviewed by an independent nationally recognized quality assurance organization. Sentient also has the capability of providing 30-minute response for STAT TCD requests-- and through an existing agreement with InTouch Health (ITH) is able to use the Remote Presence Robotic System (RP7 robot) to deliver remote telemedicine services. This notice of intent is not a request for competitive quotes. No solicitation document exists. Any firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the Contracting Officer by way of the Contract Specialist within fifteen calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability within the established timeframe. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
