Description
The FAA is seeking to pre-qualify full-service A-E firms for the design of an Air Traffic Control Tower and Administrative Office Building in Cherry Capital Airport, Traverse City, Michigan. The primary design characteristics are as follow: ATCT cab floor elevation of approximately 140 feet above ground, and 165 feet overall height.Cab size of approximately 395 square feet with 4 - mullions.A one story Administrative Base Building of approximately 7,000 square feet area that includes equipment areas, offices, and other support areas.A link structure of approximately 200 square feet.Site development, utility extensions, and parking facilities as required. Design of control cable underground duct bank routing, including manholes, cables and connections from the existing on-site FAA facilities to the new ATCT. The FAA will provide the A/E a copy of the ATO Terminal Facilities standard design documents including conceptual floor plan drawings, preliminary specifications and A/E Project Manual, for use as guides for the design. The A/E shall be responsible of completing a design package that includes, but shall not be limited to, the required Civil, Architectural, Structural, Mechanical, Fire Protection, Site Security, Electrical drawings, specifications, design calculations, short circuit analysis, protective device coordination study, construction cost estimates, safety and phasing plan, color selection boards and product data handbooks. Architect-Engineer firms are invited to submit: 1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire; 2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project; and 3) Architect-Engineer firm's financial statements for the past 3 years. Firms are requested to provide project information which is specific to design of airport traffic control towers, high-rise structures, or, administrative building structures. The more recent the project the better. Firms are required to fill out and return the attachment entitled Additional Information provided with this announcement. A-E firms are also requested to submit information on any quality awards or certifications recently obtained that indicate a "high-quality" product was achieved. Firms will be rated and ranked on the information provided in the documents submitted in accordance with the information as stated above and the evaluation criteria as shown on the attachment. Firms should ensure that the information provided is true and sufficiently complete so as not to be misleading nor require additional clarification. Failure to provide complete information may result in a less than satisfactory rating or it could lead to elimination from further consideration. In order to be found eligible, a firm will need to obtain a point score of 80 points or better. The FAA may seek offers for the design from one or a maximum of three highest rated A/E firms. The FAA will require each interested firm to complete and return the required documentation with any attachments as stated above. Upon completion of the evaluation process, all firms will be notified of their qualification status.
