- DOC/NOAA/NESDIS Acquisition Management Division intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR Subpart 6.302.1, Other Than Full and Open Competition U.S.C. 253(c)(1), Only one responsible source and no other supplies or services shall satisfy the agency requirements. The proposed source is GLOBAL OCEAN ASSOCIATES, ALEXANDRIA, VA. The service being provided is user support, operation and interaction regarding systems for near real-time Synthetic Aperture Radar (SAR) imagery and derived-product distribution and application; algorithm enhancement; software and product validation; operational implementation of SAR data display and product-production algorithms; support for computer and software systems used for real-time retrospective applications demonstration; and documentation of scientific algorithms and applications and the software systems that run them. The National Industry Classification systems (NAICS) code is 541990, and the size standard is $6.5M. No written solicitation will be issued. Offerors who believe they can meet this requirement are to submit in writing an affirmative response. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. Proposal submissions must be submitted to the following contact person in acquisitions.
