- The objective of this notice is to identify small business contractors interested and capable of providing the Federal Transit Administration (FTA) support services for its National Transit Database (NTD) program. The NTD is the primary source of statistics on the transit industry in the U.S. The NTD collects detailed financial, operational, and capital asset data each year from over 650 transit providers in urbanized areas across the Nation, including Puerto Rico and the Virgin Islands. Each month, these transit providers also report data on ridership, service operations, and safety and security to the NTD. Additionally, State, Territorial, and Tribal Departments of Transportation report data on behalf of over 1,400 transit providers in rural areas. Under 49 USC 5335 [Title 49, United States Code, Section 5335], which establishes the National Transit Database, all recipients of FTA Formula Grants under 49 USC 5307 (Urbanized Area Formula Grants) and under 49 USC 5311 (Formula Grants for Other Than Urbanized Areas) must report to the NTD. A number of transit providers in urbanized areas also report voluntarily to the NTD in order to benefit their local urbanized area in the apportionment of Urbanized Area Formula Grants. The contractor, through the use of subject matter experts, shall be responsible for effectively managing the NTD processes of collecting data from the required sources, providing technical assistance on the data requirements to reporters, validating the data collected, analyzing the data, and publicizing findings and results. The contractor must be able to develop revisions to NTD systems, software, validation procedures, and Manuals for the upcoming year, while beginning data collection for the current year, and while completing validation for data from the previous year. A "draft "statement of work (SOW) is provided. A sources sought notice, solicitation number DTFT60-08-R-00NTD, was posted on May 21, 2008. This pre-solicitation number DTFT60-08-R-00022 replaces the sources sought solicitation number DTFT60-08-R-00NTD. A presolicitation conference is not contemplated. All small business concerns that are able to provide the services described above, are encouraged to compete. All identified sources will be added to the solicitation mailing list and notified when the agency synopsizes the requirement in the Government Point of Entry (GPE). Anticipated solicitation issuance date is early July.
