Description

The Development Outreach Communications Specialist (DOCS) supports USAID/RDMA in various PDO functions, but primarily those related to public affairs and public outreach efforts. PDO leads all Mission programming and budget operations, including strategic planning, program budgeting, leveraging resources, public outreach, donor coordination, and management of the results tracking and evaluation system. PDO is the focal point for the coordination of staff/participant training reporting and visa approval. PDO also serves as the point of contact with line managers at counterpart U.S. Embassies (Burma, China, Laos, Papua New Guinea, and Thailand) and is the interlocutor for general engagement with central bureaus in Washington (State and USAID). This encompasses the preparation of joint State-USAID Mission Strategic Plans, Operational Plans, and Performance Reports at the country and regional levels, activity design documents, unsolicited proposals, Modified Acquisition and Assistance Request Documents, annual performance reports, Congressional Notifications, and all other official program-related correspondence with host country governments or USAID/W. The DOCS will be located in the PDO and report directly to the Supervisory Development Outreach Communications Specialist (SDOCS). The DOCS’ duties will include maintaining and updating the USAID RDMA website and creating new sections, pages and links for the website. The DOCS will help build and maintain the USAID RDMA photo library and sharing the site with Washington. The DOCS will assist the SDOCS in the research, production and dissemination of information about the Mission’s activities and programs in the region in order to promote better understanding of USAID programs for both regional and American audiences. The DOCS will serve as the Mission’s primary point of contact and liaison for information requests when the SDOCS is unavailable.
