Description
USACE, Engineer Research and Development Center (ERDC) intends to issue a sole source award to Geophex, Ltd., 605 Mercury Street, Raleigh, North Carolina, 27603-2343 for the purchase and delivery of one GEM-B Multireceiver Electromagnetic (EM) Induction Instrument with the option to purchase an additional GEM-B Multireceiver Electromagnetic (EM) Induction Instrument. The North American Industry Classification System (NAICS) code for this requirement is 334511, Search Detection, Navigation, Guidance, Aeronautical, and Nautical and System Instrument Manufacturing, and the Small Business Size Standard is 750 employees. The Government intends to procure from only one source under the FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The ERDC requires a vehicle towed EM induction instrument to characterize the subsurface from less than two (2) meters to depths of about 20 meters. The instrument must be able to rapidly collect data and simultaneously measure electromagnetic properties at more than one depth. The instrument must be capable of cm spatial resolution and use multiple frequencies and/or receivers to permit variable depth penetration into the subsurface to detect small targets. The instrument must be capable of at least 30 Hz sample frequency and 5 to 10 mph collection speed to obtain the resolution to detect small targets. Additionally the instrument must operate at temperatures in excess of 50 degrees Celsius. Delivery of these instruments is required within 90 days after contract award. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. This is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist within five (5) days of the date of this synopsis.
