- The National Guard's NGB-PARC-S Office (hereinafter referred to as the Government) is seeking potential contractors that have the capability to Construct Army National Guard Readiness Center Addition at Arlington Hall Station, VA Project includes "The facility includes a specially designed multi-story Joint Headquarters admin building addition of permanent masonry type construction, multi-story parking facility, with features similar to the existing facility and mechanical, electrical, and communication equipment, emergency power generator and uninterruptible power supply (UPS) backup; special administrative areas within sensitive compartmented information facilities (SCIFs) and telecommunication center; joint operations center, general officer suites, auditorium, conference, and training rooms. Supporting facilities include access roads; security fencing and sidewalks. Extensions of gas, electric, sewer and communications utilities, storm water retention system. Physical security measures will be incorporated into design including maximum feasible standoff distance, internal bracing to prevent progressive collapse, blast walls, berms, heavy landscaping, and bollards to prevent access when standoff distances cannot be maintained. Existing 250,000 sf Readiness Center will be altered to accommodate the new facility. This facility is expected to be constructed within LEED "Silver". Project cost magnitude is between $100M and $150M. This is not a request for proposals. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: (1) bonding capabilities of projects similar in cost magnitude to this project; (2) experience regarding previous construction projects of a similar nature, to include construction of Command Type Facilities, etc.; (3) information on qualifications, licensing and certifications for key personnel, both primary and all sub-contractors. (i.e. electrical, mechanical, etc.); (4) experience in LEED Construction projects. To assist in determining the acquisition approach for a formal Request for Proposal (RFP) document to be issued at a later date, interested contractors are requested to state their socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as it relates to North American Industry Classification System Code (NAICS) 236220 (small business size standard is $31 million). Qualified companies are encouraged to respond. Responses should provide the pertinent details, experience, and current capabilities related to the stated requirement so Government personnel can assess the ability of the company to contribute to the above stated program. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
