- Notice of Intent - The US Fish and Wildlife Service has a follow-up requirement for an additional seven (7) catwalks (water control structures) to be constructed; two (2) at Honouliuli Unit of Peal Harbor NWR; and five (5) at James Campbell NWR. Kreative Manufacturing has constructed five (5) catwalks at the Honouliuli Unit and is familiar with the design and requirements. A prototype was completed and accepted by the FWS via a Cooperative Agreement generated in 2001. It is considered cost effective for the government to complete exisiting requirement using Kreative Mfg. Questions and concerns should be addressed to Lorrie Gleghorn at lorrie_gleghorn@fws.gov, Information received will be considered for the purpose of determining whether the government will conduct a competitive procurement. A determination not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. All qualified sources may submit a response, which if timely received, will be considered by this agency. Written responses shall provide evidence the offeror can provide all of the requirements. Responses must be received NLT 8 July 2008, 1500 hours Pacific Time Zone. STATEMENT OF WORK - for the retrofit of water control structures at the Kii Unit of the James Campbell National Wildlife Refuge and Honouliuli Unit of Pearl Harbor NWR 1. GENERAL: 1.1 The Kii Unit of James Campbell National Wildlife Refuge (NWR) and the Honouliuli Unit of Pearl Harbor NWR are both part of the U.S. Fish and Wildlife Service, Oahu NWR Complex (66-590 Kamehameha Highway Rm 2-C, Haleiwa, HI 96712). The work sites are spread out to various ponds within the 134 acre Kii Unit located on the north shore of Oahu near the town of Kahuku and the 36 acre Honouliuli Unit of Pearl Harbor NWR, the former Barber's Point Naval Air Station. These refuges were both set aside specifically for the recovery of endangered Hawaiian waterbirds. The project will be designed to minimize disturbance to these endangered bird species. The site is composed of ponds and dikes. Access to the water control structures will be along the existing dikes and access roads. 1.2 The goal of this project is to construct seven (7) catwalk structures for existing water control structures based on attached schematic drawings and the specifications below: 2. SCOPE/TASKS: Welding seven (7) walkways of varying length (average of 8'.) Material used will be non-skid and constructed from aluminum. One end of the ramp will be anchored to the water control structure and the other end to the road/dike at ground level (see attached pictures). Decking will be a type of aluminum grip strut decking in order to provide traction when wet. In order to meet OSHA requirements 1910.23(c) (e), a standard railing shall consist of top rail, intermediate rail, posts, and toe board and shall have a vertical height of 42 inches nominal from upper surface of top rail to floor, platform, runway, or ramp level. The top rail shall be smooth-surfaced throughout the length or the railing. The intermediate rail shall be approximately halfway between the top rail and the walkway or ramp. The ends of the rails shall not overhang the terminal posts except where such overhang does not constitute a projection hazard. Walkway will have an access door from top of walkway to allow the opening and closing of water way (see structure schematic). Structures will be installed at James Campbell NWR in Kahuku and Pearl Harbor NWR in Pearl Harbor Naval Base on the island of Oahu. Structures will be anchored at the dike-end of the walkway via concrete foundation blocks (see attached picture). A chain will be included across the structure to close off access on the dike side. 3. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: 3.1 Within the 134 acre Kii Unit of James Campbell NWR is located five (5) ponds with water control structures which need this safety retrofit. Within the 36 acre Honouliuli Unit of Pearl Harbor NWR is located two (2) ponds with water control structures which also need this safety retrofit. 3.2 The designated time frames for this project are as follows: Fabrication of the walkway structures may begin after the contract is awarded. Installation of the structure is restricted to July 31 - February 15 so as to not deter, disturb, or otherwise negatively affect nesting by the endangered Hawaiian stilt. 4. INSPECTION AND ACCEPTANCE: Evaluation and acceptance will be determined by the Refuge biologist or maintenance supervisor. The contractor must coordinate all work activity with these staff members. Equipment, tools, shoes, gloves, etc. are required to be clean of alien plant seeks or plant parts prior to beginning each work day on the refuge. Refuge staff may perform routine inspection of equipment, tools, and personal gear prior to work each day to minimize the importation of invasive plant species to the refuge. 5. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: See 2. SCOPE/TASKS: for an email copy of the drawing you may email lorrie_gleghorn@fws.gov 6. AVAILABILITY: 6.1 During the agreed upon work season, normal work site hours may occur any day of the week from dawn to dusk. Security of the site must be maintained by ensuring that the gate remains closed. A combination to the electronic gate will be provided to the contractor. The contractor shall provide contact information to the refuge prior to beginning work on the site, in the event of emergencies.
