Description
DESCRIPTION: The U. S. Special Operations Command intends to contract with AAI Corporation, Hunt Valley, MD for two (2), Advanced Boresight Equipment (ABE) System Test Kits for use with MH-60L/M Direct Action Penetrator (DAP), MH-60M Assault and MH-47G helicopters for the 160th Special Operations Aviation Regiment (SOAR) Airborne (A). The purpose of this requirement is to acquire an advanced state-of-the-art boresight technology system that will support Special Operations Forces (SOF) equipped helicopters at the 160th SOAR (A), provide a boresight test capability that will not require the aircraft to be lifted prior to operation, as the current test set requires, and to support repair and trouble shooting capabilities for the aircraft armament system. The system must be light weight because of the deployment requirement, without requiring recalibration of equipment by field representatives in the field prior to use. The system must not have a “line of sight” requirement. The system must be compatible with all aircraft stated above with minimum adaptations and time required for the change. The Government intends to contract with AAI Corporation for this requirement on a sole source basis under the authority of FAR 6.302-1. The period of performance shall be 432 calendar days after receipt of order with no option years. AAI is the designer, developer and manufacturer of the ABE Model 310A and owns all proprietary data for the equipment. This is a DO-A1 rated contract. The solicitation number is H92241-08-R-0027. The North American Industry Classification System (NAICS) code for this acquisition is 336413; the business size is over $17,000,000.00 and the average number of employees is over 1,000. Equipment shall be delivered to Ft. Campbell, KY. All interested parties must contact the listed POC for this requirement by 11 July 2008, 2:00 PM local time and should be addressed to: Technology Applications Contracting Office, Attn: AMSAT-D-TK (Attn: Stanford Williams), Lee Blvd., Building 401, Ft. Eustis, VA 23604-5577. Point of Contact is Mr. Williams at (757) 878-3299 (ext. 349) FAX: (757) 878-3937. E-mail: stanford.williams@us.army.mil. Numbered Notes 1, 12, 13, and 26 are applicable to the Notice of Proposed Contract Action. All responsible sources may submit a proposal which shall be considered.
