Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration (GSA), Northeast and Caribbean Region is seeking highly qualified construction firms for the build-out of approximately 4000 square feet on one floor in a new government-owned high rise office building currently under construction in Manhattan, New York. Contractors interested in this requirement must have a SECRET Facility Security Clearance issued in accordance with the National Industrial Security Program Operating Manual and SECRET safeguarding capability. Personnel requiring access to portions of the bid documents/drawings must possess a SECRET personnel security clearance to review the solicitation; designated personnel will also be required to possess SECRET personnel security clearances for contract performance. The anticipated date set for the issuance of the solicitation is 60 to 90 days from the publication of this sources sought notice. Estimated Construction Cost Range is between $1,000,000.00 to $5,000,000.00. The planned start of this effort is scheduled for March 2009. This project is located on one floor of a high rise structure, and close coordination with the general contractor and coordination with building systems will be key to the success of the build-out. The building systems requiring coordination and integration include, but are not limited to: fire protection, telecommunications, mechanical, plumbing, electrical and HVAC. A security contractor is already under contract and is responsible for the security control and alarms within this space. However, coordination and integration are part of the scope of work. This scope will include the installation and testing of Information Technology (IT) and Cable Television (CATV) Cabling to Building Industry Consulting Services, International (BICSI) Standards and Recommendations. The IT cabling shall be preformed by BICSI Certified Installers. This solicitation is issued under the Small Business competitiveness demonstration program. The applicable North American Industrial Classification System (NAICS) code is 236220- Office Building Construction. A small business concern under this solicitation is a firm who has a three-year average of gross sales/receipts of $28,500,000 or less. If you are an interested firm, please provide a response to the questions below with a Written Letter of Interest that includes the information needed to contact your company. Additional information may be requested to substantiate responses. 1.Do you meet the Small business standard (average annual receipts less than $28,500,000.00 for the past three years)? Otherwise, indicate if you are a large business firm. 2.Is your firm an 8(a), Hubzone Small Business and/or Service Disabled Veteran- Owned Small Business (Please indicate the applicable representation(s))? (For additional information on small business size standards and small business programs, please visit www.sba.gov) 3.Does your firm have a SECRET Facility Security Clearance and SECRET safeguarding capability? If so, provide a copy of the facility clearance verification. Does your firm have cleared personnel who will review the solicitation package and cleared personnel who will provide construction services under this effort? 4.What is your firm’s CAGE (Commercial and Government Entity) Code? 5.Does your firm have or will you be able to obtain the services of a subcontractor (subcontract or other acceptable business arrangement) that has knowledge and extensive experience associated with architectural shielding? If you answer yes, please provide your experience or the name of your anticipated subcontractor and their experience with architectural shielding. 6.Briefly describe your experience with the build-out of secure facilities.
