Description
1.0SUBJECT The TRICARE Management Activity (TMA), Pharmaceutical Operations Directorate is seeking information regarding a pharmacy inventory management solution. TMA is conducting market research to determine the current capabilities of commercial applications supporting medication inventory management in all facets and phases of the medication-use process for healthcare enterprise with outpatient and inpatient pharmacy operations. Responses are due to this RFI by 4:00 PM on August 1, 2008. See section 5.0 for further information. 2.0DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary, will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP, as well as those regarding the nature of the products reviewed for this initiative will not be entertained. 3.0DESCRIPTION TRICARE Management Activity, a Defense Department agency, administers the health care plan for the uniformed services, retirees and their families, serves more than 9.2 million eligible beneficiaries worldwide. The approximate 300 Military treatment facilities (MTFs) are the primary delivery portal for care augmented by a civilian provider network. Pharmacy benefits are provided through three points of service: 1) MTFs; 2) Mail order pharmacy; and 3) a retail network. Beneficiaries are able to receive prescriptions from both military and civilian providers and fill their prescriptions at any points of service. For the MTF on-site pharmacies, the DoD is required to manage MTF pharmacy inventory in compliance with various DoD management directives and policies. Currently, DoD manages medication inventory in a distributed framework at both the local (MTF Pharmacy) and Service level (Army, Navy, Air Force). DoD is interested in obtaining information as to whether an integrated commercial pharmacy inventory management solution for the applicable phases of the medication-use process at individual pharmacy, hospital and enterprise levels. TMA encourages responses to include information on other capabilities and functions of a commercial product that can contribute to an overall inventory management strategy for the Military Health System (MHS). 4.0REQUIREMENTS This section enumerates the functional requirements for an inventory management solution: Inventory management capability. DoD requires the capability and functionality for pharmacy inventory management at the individual pharmacy, hospital and enterprise levels. DoD requires inventories to be maintained at the generic product level and at the NDC level. DoD must be able to view the quantity of drugs on hand by generic product as well as by NDC at the enterprise, hospital and individual pharmacy levels, to include a parent pharmacy being able to view the inventory levels of its child pharmacies. DoD receives inventory items based on NDCs. The items are managed in the inventory at the generic product level until the the medication-use process phases applicable to the pharmacy are accomplished (i.e. dispensing or administration), when the inventory is decremented using the NDC. In describing your capabilities, describe the extent to which your product accommodates DoDs inventory management process. This capability should also include: "The ability to interface with drug wholesalers using industry standards (ASC X12, etc.) to facilitate, manage and track medication ordering. "The ability to provide financial management capabilities, including the reconciliation of ordered, delivered and dispensed medications based on DoD pricing agreements. The Government is open to alternative concepts for solutions that meet these requirements. The Government encourages creativity and outside the box thinking in responses to this RFI. The purpose of this RFI is to gather information about those requirements enumerated above.
