Description
The Directorate of Contracting, Fort Bliss, Texas intends to sole source the design, development and delivery of Customer Service Training Program, and Customer Service Training for Garrison staff. Authority cited: 10 U.S.C. 2304(c) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Program ownership will become property of the Army. The Program shall be based on the Army approved/standardized customer service training Operation Excellence (OPEX) in place of Morale, Welfare and Recreation (MWR) activities, which was designed/developed and owned by John Shoupe Training and Development (JSTD). The contractor shall be responsible for printing course outlines and content of training materials. Sustainment is not covered in this requirement. Training seminars includes 21 each Provider Level during a 1 month period (from time of award through August 2008). The Contractor shall make travel, lodging and transportation arrangement based on existing Government per diem rates. Substantial duplication of cost to the Government that is not expected to be recovered would be experienced if full and open competition is pursued. The Garrison Command will be able to synchronize its training schedule with MWRs schedule to maximize efficient use of resources by eliminating duplicative travel, lodging and per diem costs. The NAICS is 611430/size standard 6.5M. All responsible sources may submit a response which, if timely received, will be considered by the Directorate of Contracting. Capabilities/ qualifications may be submitted no later than 3:30 PM MDT, July 8, 2008. Such capabilities/ qualifications submitted will be evaluated solely for the purpose of determining whether the Government will conduct this procurement on a competitive basis. A Government determination not to compete this requirement using full and open competition is solely within the Governments discretion. Facsimile submissions and oral communications are not acceptable in response to this notice. Requests for Quotes or Requests for Proposals will not be issued based on this Notice of Intent.
