- Notice of Intent to Award a Sole Source Task Order: The Departmentof Energy(DOE) National Energy Technology Laboratory (NETL) plans to contract bymeansother than full and open competition for the purchase of services for theIndependent Verification of Beryllium Decontamination from AdvancedTechnologies and Laboratories (ATL) International, Inc., the only knownavailable source with unique capabilities under the General ServicesAdministration (GSA) Federal Supply Schedule (FSS) and FAR Part 8. ATLInternational has historically provided similar services to a number of DOEandnon-DOE Federal Government Sites including the NETL Albany. Due to thenatureof Beryllium and stringent guidelines for investigation/assessment andremediation, it is considered critical that an organization which possessestherequisite capabilities, experience, and knowledge of the Albany site,performthe independent verification of decontamination. Numbered Note 22 applies. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source under theauthority of FAR 6.302. A copy of the limited sources justification isavailable on request. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. This noticeofintent is not a request for competitive proposals. However, all proposalsreceived within forty-five days (thirty days if award is issued under anexisting basic ordering agreement) after date of publication of thissynopsiswill be considered by the Government. A determination by the Government nottocompete with this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconducta competitive procurement.
