- Installation Contracting Command, Regional Contracting Center-Fort Bragg, North Carolina intends to award, on a sole source basis in accordance with 10 USC 2304(c)(1) and FAR 6.302-1, a contract to Spectrum Mobile, Inc., 2474 Walnut Street Ste 216, Cary, NC 27513 for a custom software application with annual renewable maintenance in support of the Directorate of Information Management, Fort Bragg. It is imperative that the mobile solution selected to fulfill this requirement be able to seamlessly interface with the existing Remedy system being used. The system will be used on mobile handheld bar-coding devices in conjunction with the current utilized Remedy warehouse inventory system. The application must operate in an OFFLINE or BATCH mode with Remedy in addition to the instances where online connectivity is desired. The requested software provides this capability and does not need to rely on network connectivity. Also, part of the requirement is that the data must be down-loaded to the hand held device and all the work that is performed throughout the day be uploaded back to the server when it is cradled back on the network. The software identified as being capable of satisfying these requirements is the Mobile Reach solution which is a customized version of Mobile Reach Splitware Suite for BMC Remedy version 3.9. The Mobile Reach solution is completely integrated with Remedy and has been crafted to take advantage of the workflows of the mobile employee in a Non wireless environment as well as any connected scenarios. Mobile Reach is the only mobile vendor within the BMC Technology Alliance Program that has had a mobile solution for the ITSM 7.X environment for the past 17 months. Because the application will be loaded onto equipment attached to the Fort Bragg network, the application must have a CoN from NETCOM, which this application has. Additionally, because this is a customized application made specifically for use with DOIMs Remedy inventory management application, the software maintenance can only be acquired thru Spectrum Mobile, Inc. This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. If you feel your firm possesses the ability to provide these supplies, you must respond by demonstrating your firms technical capability to meet the requirement. If no affirmative written response is received, the supplies will be awarded without further notice.
