- Description of Work Proposals are solicited for RFQ/FQ8143/GPC, “Rehabiltation of Red Line Metro Rail Stations from Dupont Circle to Silver Spring Stations” This is the first of a two step solicitation process. The Request for Qualifications (RFQ, Phase 1) will be available to offerors o/a July 31, 2008, once WMATA’s Board of Directors approve this action. The planned work (under this solicitation) includes but is not limited to:furnishing all labor, materials, equipment, tools, supervision, management, quality control, insurance, testing, transportation, safety, and other items necessary to renovate the Red Line Metrorail Train Stations and trackway from Dupont Circle Station to Silver Spring Station as further described in the scope of work which will be available in WMATA’s RFQ package. Offerors will be required to submit their Qualifications, during the first step RFQ (Phase 1). Each of the Phase 1 submittals will be evaluated by WMATA as either “pass or fail”. Once completed, the second Phase (RFP) will be available (o/a) September 25, 2008, to only up to five qualified offerors who have submitted Phase 1 RFQ proposals and have been determined by WMATA to be pre-qualified offerors. Under Phase 2, detailed drawings, proposed specifications and other contract documents will be available so the offerers can submit more detailed proposals including cost and pricing information o/a November, 2008. The planned work for this solicitation includes but is not limited to renovating the Red Line Metrorail Stations and trackways from Dupont Circle to Silver Spring Station as further described in the scope of work. The work activities include but are not limited to rehabing the Station platforms, upgrading and replacing lighting, HVAC, equipment, Automatic Train Control vital and non-vital relays; Upgrading PA and CCTV systems, replacing platform paver tiles and concrete setting bed; expanding Kiosks, roofing; and skylight replacement; HVAC upgrades. The work will be performed under an expanded Non Revenue window from approximately -9PM to 4AM. Other work activities allowed per WMATA operations procedures. Estimated Cost Range:Between $80,000,000 to $120,000,000 Period of performance:Entire work within 42 months after NTP. Proposal Guarantee, Insurance, and DBE: A proposal guarantee, in the amount of 5% of the total offered price, will be required under Phase 2 or RFP phase only. A DBE goal will be o/a 15%. Qualified offerors must provide Performance and Payment Bonds after award of the contract in the specified amounts during Phase 2. An insurance policy with Policy coverages with WMATA included as an additional insured, will also be required only under the RFP phase. Railroad insurance will be required. Contract Plans and Specifications: RFQ available o/a July 31, 2008 at $50 per copy. Payment shall be made by check or money order payable to the Washington Metropolitan Area Transit Authority (for RFQ/FQ8143/GPC) and submitted to the WMATA Plans Room, Stone Straw Building, 900 Franklin St., N. A Pre-Proposal Conference will not be held for the RFQ. A pre-proposal conference for the RFP is scheduled to be held at WMATA’s Jackson Graham Bldg. 600 5th StNW NW, Room 306 in Washington, DC. on October 8, 2008 at Jackson Graham Building 600 Fifth St. NW., Lobby Level. RFQ Proposals Due: RFQ is due on or about September 3, 2008 (Wed) at 3:00 p.m., JGB 600 Fifth St. NW., Wash DC. Address all proposals to the Office of Procurement, Contract Administrator, Mr. Gerald Cepaitis. Phase 2, RFP proposals will be due from the pre-selected offerors in November 2008.
