Description: THE AGRICULTURAL RESEARCH SERVICE UNDER SOLICTIATION NUMBER IAS 187287 REQUEST FOR QUOTATION (RFQ) WISH TO PURCHASE PATCHLINK SOFTWARE and associated components as listed below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a 100% Small Business Set-Aside under NAICS Coder 423430 with a size standard of 500. THE SOLICITATION DOCUMENT AND INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR (05-26) AFTER PURCHASING THESE ITEMS, THE PERIOD OF PERFORMANCE WILL BE FROM THE date of award thru SEPTEMBER 29, 2009. THE PROVISION AT 52.212.1, INSTRUCTIONS TO OFFERORS-COMMERCIAL AND ANY ADDENDA TO THE PROVISION APPLY TO THIS ACQUISITION. THE PROVISION AT 52.212-2, EVALUAITON-COMMERCIAL ITEMS, APPLY to this acquisition. The evaluation will be based on price, past performance and quality of service. Each offeror shall include, at a minimum three Agencies, points of contact information for each agency and dates that these or similar services were provided. For offers for which past performance is not provided, a neutral evaluation will be given for past performance. The offer that is most advantageous to the Government, price and other evaluation factors considered, will be selected for award.
