- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-08-T-0196 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition and Defense Federal Acquisition Regulations. Fleet Contracting Center, Mayport, FL intends to purchase on a full and open competitive basis to the following Catholic Religious Services by a Catholic Priest. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. POC: PAMELA BUSCH 904-542-4480EMAIL: PAMELA..M.BUSCH@NAVY.MIL STATEMENT OF WORK ROMAN CATHOLIC PRIEST CHAPLAIN SERVICES IN SUPPORT OF THE RELIGIOUSMINISTRIES PROGRAM, NAVAL AIR STATION JACKSONVILLE 1.0 BACKGROUND. The purpose of this order is to provide contractor personnel necessary to complete the mission and objectives of the Commanding Officers Religious Ministries Program. Roman Catholic Priest chaplain services are mandatory to meet the Religious Program requirements for Commanding Officers under OPNAVINST 1730.1D and SECNAVINST 1730.7D. 2.0 OVERVIEW. The contractor shall provide Roman Catholic Priest religious services and chaplain services from 1 Aug 2008 31 Jul 2009 in accordance with Navy regulations and the Archdiocese for the Military Services, USA. Initial contract period is one year with the option to renew an additional year for up to two years. The contractor shall report directly to the Command Chaplain regarding all services contained in this statement of work. The services shall include but not be limited to the following: 2.1 Provision of Roman Catholic worship services, religious counsel, scripture study sessions and religious education. 2.2 Pastoral care within the military setting for eligible recipients to include marriage preparation, crisis response and intervention, personal and family pastoral counseling, vocational counseling and coaching, and hospital visitation to the sick/injured. 2.3 Advice to command leadership regarding ethics, morals and morale. 2.4 Training for leaders in ethics, morals, decision making, and religion and culture. 2.5 Assist the Command Chaplain in the facilitation of religious requirements for all faiths as a member of the Religious Ministry Team.2.6 Recruitment, coordination and training of volunteers for Catholic religious education programs. 3.0 TASKS. The Roman Catholic chaplain worship services shall include but not be limited to the following: 3.1 Perform Catholic mass and confession for active duty personnel and all other authorized personnel as defined in OPNAVINST 1730.1D, Religious Ministry in the Navy.3.1.1 Conduct Catholic Mass every Sunday.3.1.2 Conduct Weekday Mass as required. 3.1.3 Conduct Catholic Confession every Sunday one hour prior to the start of Mass and one half hour after the end of each Mass.3.1.4 Conduct Catholic Mass on all Holy Days of Obligation.3.1.5 Conduct Advent and Lenten Penance Services. 3.1.6 Conduct First Communion and Confirmation services as required.3.1.7 Conduct all other Mass requirements by mutual consent between the contractor and the Command Chaplain. Other services will be performed as needed and at the discretion/authorization of the Command Chaplain, with no set length of time set for each performance. 3.2 Perform Sacramental and emergency ministrations for Active Duty personnel and family members including Baptism, Marriage, Funeral and Memorial Services, and Anointing of the Sick. 3.3 Maintain 40 hour work week including week-day working hours from 0800 to 1600 Mondays through Thursdays. Flexible hours during the regular work week, Monday Thursday, may be employed at the mutual consent of the contractor and the Command Chaplain. A 32 hour work week applies in weeks containing a National Holiday. The contractor will be provided 80 hours (two weeks) vacation time within the scope of this statement. Vacation time is to be used in consultation with the Command Chaplain. Services provided during week day working hours shall include but are not limited to:3.3.1 Sacramental record preparation3.3.2 Pastoral care, counseling, and spiritual support for Catholic preferences3.3.3 Consultation with the Command Chaplain3.3.4 Supervision of the Catholic religious education program 3.3.5 Various administrative requirements3.3.6 Conduct training and effectively oversee the training and certification (if required) of any volunteers3.3.7 Marriage, First Communion, Confirmation Preparation3.3.8 Maintain liaison with Archdiocese for the Military Services 3.3.9 Maintain and publish a weekly bulletin3.3.10 Ensure compliance with all financial regulations with regards to Religious Offering Funds. Note that SECNAVINST 1730.7D does not permit contract priest to serve as Faith Group Representative for Religious Offering Funds.3.3.11 Compose Prayers of the Faithful for Sunday and Holy Day Liturgies with respect to Liturgical Guidelines and the needs of the Navy Command Religious Program3.3.12 Participate in Command functions to include, but not limited to: memorial services, retirements, changes of command and reenlistments 3.4 Submit problems, concerns, comments, and recommendations, particularly for improvement regarding Catholic services or the Catholic program needs to the Command Chaplain.3.4.1 Lessons learned shall be provided to the Command Chaplain within 5 days of any problems encountered and resolved.3.4.2 Concerns regarding morale shall be directed to the Command Chaplain as soon as possible. 3.5 Notify the Command Chaplain when unable to perform services due to scheduled time off, illness, inclement weather and/or emergency leave.3.5.1 Secure an approved substitute from a list provided to and approved by the Command Chaplain and the Archdiocese for the Military Services in advance of scheduled absences. 3.5.2 Provide and compensate the pre-approved substitute when unable to perform services required within this statement of work.3.5.3 Arrange for scheduled absences at least two weeks in advance. 3.6 Comply with station and government policies and regulations in regard to identification badges, parking and professional decorum. 3.7 Communicate with directors, department heads, supervisors, and other staff personnel and their families for matters involving the performance of pastoral responsibilities. The contractor will pursue all administrative matters through the Command Chaplain. 3.8 The contractor shall furnish any items which are for personal use/ownership or which are resources the government may be restricted in appropriating. The government will provide office space, office furniture, telephone/fax service, the use of copier and computer hardware and software necessary for use by the contractor in support of this statement of work. The government will allow unlimited telephone usage, both local and long distance, in support of this statement of work and that constitute official government communications. The government will provide resources for the administration and celebration of sacraments and other professional resources deemed necessary by the Command Chaplain. The government will provide office staff for administrative support. 3.9 The contractor shall furnish personal information on its employees performing in support of this statement of work. Personal information will be used in case of muster and/or recall in emergency situations as deemed necessary by the Command Chaplain. 4.0 DELIVERY SCHEDULE. All deliverables shall be delivered to the Primary Technical point of contact identified in paragraph 7.0. 5.0 PLACE OF PERFORMANCE. The contractor shall perform services at the Chaplains Office spaces and other places to be determined. 6.0 PERSONNEL QUALIFICATIONS. Offeror must be an Ordained Roman Catholic Priest in good-standing and endorsed by the Archdiocese for the Military Services, USA. Personnel proposed for this contract shall have the requisite skills and experience consistent with Roman Catholic Priests whose background and experience are acceptable to the Archdiocese for the Military Services, USA. Personnel proposed for this contract must be able to qualify for a Confidential Security Clearance at a minimum. 6.1 Resumes from prospective offerors shall be submitted to the Naval Air Station Jacksonville Contracting Officer and be reviewed and approved by the Naval Air Station Jacksonville Commanding Officer and the Command Chaplain. 6.2 Resumes will be evaluated as pass/fail based on the following criteria:6.2.1 Offerors must have a clear understanding of Navy organization and the pluralistic ministry requirements that affect the use of Chapel facilities and staff.6.2.2 Offerors must have references from his diocese or religious order and ecclesiastical approval from the Archdiocese for the Military Services, USA.6.2.3 Offerors must provide a Certificate of Ecclesiastical Endorsement.6.2.4 Offerors must possess a general working knowledge of Microsoft Word, Microsoft Excel, and Microsoft Outlook or equivalent software and desktop computer hardware.6.2.5 No alien shall be allowed to perform under this contract without an Alien Registration Card (green card) and/or in violation of the Immigration Laws of the United States.6.3 Offerors resumes pass if they comply with the above criteria.6.4 Offerors resumes fail if they do not comply with the above criteria.6.5 Offerors may be interviewed by the Commanding Officer and Command Chaplain of Naval Air Station Jacksonville.6.6 Offerors must demonstrate reliability, ability to interact with people from all socio-economic backgrounds whether military or civilian (including family members and retirees), as well as good oral and written communication skills.6.7 Offerors must have a positive personality and pleasant demeanor when interfacing with chapel staff, visitors, military personnel, parishioners, and others.6.8 Offerors must produce an annual physical examination certification which states the date on which the physical examination was conducted, the name of the doctor who performed the exam and a statement concerning the physical health of the contractor.6.8.1 The certification of health must contain the following statement: Father _______ is suffering from no physical disability or medical condition which would restrict or preclude him from providing services as a Roman Catholic priest. He is suffering from no contagious diseases to include but not limited to AIDS, tuberculosis, hepatitis, and venereal disease, and is not positive for HIV antibodies.6.8.2 Offerors must be able to perform primarily sedentary work. Some walking, standing, carrying of light items, cleaning of immediate work area may be required.6.9 The offeror shall be neat, clean, well-groomed, and in appropriate clergy clothing when in public areas. The contractor shall display the identification badge provided by security any time while at work.6.10 The offeror shall become acquainted with and obey all pertinent Command, Navy, and DOD regulations, shall perform in a manner which precludes any waste of utilities and shall not use government equipment for personal business. All motor vehicles operated on this installation by the contractor shall be registered with base security and operated according to applicable directives.
