Description
The Center for Naval Engineering Learning Site (CNELS) Naval Station Pearl Harbor (NSPH) is a complex, interrelated series of independent and dependent systems consisting of fuel, deluge, smoke abatement and city water supply. The recent effort to modernize the site has significantly altered the basis for the logic that the existing Facility Control System (Delta V) uses to provide a human – system interface with the CNELS facility. Due to the obsolescence of the existing hardware/software configuration, there is an immediate need to upgrade the facilities control system to accommodate the new fire fighting training device currently being built at CNELS NSPH. The new training device will not utilize the current JP-5 fuel configuration but will incorporate propane gas to fuel fires. This change from JP-5 fuel to propane is another modification that needs to be incorporated into the new hardware/software facilities control system. Considering budget, schedule and user familiarity (FAR 6.302-1(a)(2)(iii)m substantial duplication of costs not recoverable in competition and unacceptable delays in fulfilling the agency's requirements), the Government has determined that an upgrade to the existing system is preferred over design and procurement of a new system. Based on information available, the Government believes that the OEM of DELTA V, CALTROL, INC, is the only responsible source capable of providing the upgrade. NAWCTSD Orlando plans to negotiate and award, on a sole source basis, a facility control upgrade contract with CALTROL, INC. This is not a request for proposals. Any firm that contests CALTROL, INC as the sole responsible source capable of providing an upgrade to the existing DELTA V system should contact the POC by the closing date of this announcement.
