- The following additional information is included: 1. The incumbent contractor was (contract has expired) Line and Space, LLC from Tucson, AZ.*********************************************************************2. Award is being solicited on an unrestricted basis pursuant to the Small Business Competitive Demonstration Program. See FAR Subpart 19.10 for additional information.********************************************************************* 3. SUBCONTRACTING PLAN REQUIREMENT: If the apparent successful respondent is a large business, the respondent will be required to submit a subcontracting plan. The subcontracting plan, which in accordance with Public law 97-507, requires the A/E firm to provide the maximum practicable opportunities for small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran-owned small businesses. The selected firm, if a large business, must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. THE SUBCONTRACTING PLAN IS NOT REQUIRED WITH THIS SUBMITTAL; however, contract award is contingent upon receipt of an acceptable subcontracting plan. The Bureau of Land Management (BLM) targeted subcontracting goals for the participation of small business concerns are as follows: Small Business Concerns 15%; HUB Zone Small Business Concerns 5%; Small Disadvantaged Concerns 5%; Women-Owned Business Concerns 6%; Service Disabled Veteran-Owned Small Business Concerns 3%; Veteran Owned Small Business Concerns 3%.*********************************************************************4. In accordance with FAR Part 36.601-4 (b)"Contracting officers may award contracts for architect-engineer services to any firm permitted by law to practice the professions of architecture or engineering."*********************************************************************5. The BLM will be following the A&E selection process contained in FAR Subpart 36.6.*********************************************************************6. There is no additional information available at this time with regard to the work itself.********************************************************************* 7. Standard Form (SF) 330s should be prepared in the latest format, and can be found under Standard Forms at http://www.gsa.gov.*********************************************************************8. Only one copy of the SF 330 need be submitted.*********************************************************************9. Insurance for professional errors and omissions is not required. See FAR Subpart 36.6 for errors and deficiencies, and A&E liability.*********************************************************************10. Submit Parts I and II of SF 330.*********************************************************************11. A separate SF 330 Part II is required for each firm on the proposed team.*********************************************************************NOTE: Please read instructions for SF 330 carefully. They are part of the form, and will answer many of the questions.
