- Description
- The Centers for Medicare and Medicaid Services intends to award, under Simplified Acquisitions Procedures, as a firm fixed price award for a project entitled “User Licenses for National Pharmacy Provider Files,” to the National Council Prescription Drug Programs (NCPDP). The period of performance is 8/17/08 to 8/16/09. Task 1: User Licenses for Pharmacy Provider Data: The contractor shall provide four user licenses for pharmacy provider data and standards for use by designated CMS staff and contractors performing work within the scope of the Drug Discount Care Program and Part D Prescription Drug Benefit, of the Medicare Modernization Act of 2003. The preferred term of any contract would be to provide an enterprise wide user license for CMS and contractor use. Task 2: Technical Considerations: The contractor must be able to communicate with CMS via a secure FTP connection. Task 3: Kick off Conference: The contractor shall plan and participate in an initial meeting/kickoff conference between the Project Officer and CMS representatives. Task 4: Work Plan - The contractor shall provide a work plan detailing the tasks to be performed and the timelines for completion. Task 5: Data and Standards – Initial File: The contractor shall provide an initial full file of all required pharmacy provider file data elements and a full copy of the standards used including a data dictionary and all related documentation via a secure file transfer. The method of file transfer will be via a secure FTP connection. Pharmacy Provider Weekly Updates and Periodic Full File Replacements: The contractor shall provide a weekly update file that contains all changes received by the contractor through the date of file submission. Task 6: Audit Trail Documentation: The contractor shall provide a description and flow diagram of the audit trail procedures and documentation retained to ensure the integrity of the data provided. This description shall address the flow from the entity submitting data the issuing body through the data receipt by CMS. Task 7: Research of Data Questions and Provision of Technical Assistance: The contractor shall research questions identified by CMS about the data received. A response shall be provided to CMS within one business day or if the issue is complex, a summary of the contractor’s understanding of the issue and timeframe for research and resolution shall be submitted in one business day. The contractor shall provide technical assistance to CMS to resolve file transfer issues. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
