- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Fish Biology & Stock Assessment Division located in Honolulu, HI on a sole source basis with Steve Martell, The University of British Columbia Fisheries Centre. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will integrate data from the ongoing tagging program into the existing model, thus greatly improving the estimates of growth, size-selectivity and catchability coefficients in areas where the tagging information exists. In addition, recent relative abundance data from the NWHI annual lobster research survey will also be incorporated into the model. Model testing will be conducted to determine the limitations of the model. The research results will be documented and presented to an expert panel for review and comment. This is a collaborative project between scientists from NOAA Fisheries, Pacific Island Fisheries Science Center (PIFSC), Steve Martell, and The University of British Columbia Fisheries Centre. The goal of this project is to satisfy the OMB Guidelines which require the modified model be reviewed yet again, and the findings posted. This research will facilitate that goal. The contractor, Steve Martell, has developed an integrated age-structured assessment model that simulates the meta-population structure of lobsters in the Northwestern Hawaiian Islands (NWHI). The estimates of growth, size-selectivity and catchability coefficients would be greatly improved if data from the ongoing NWHI lobster tagging program were incorporated into the model. This project will integrate available tagging data into the assessment model, as well as recent relative abundance data from the NWHI annual lobster research survey. The model results will be documented and presented to an expert panel for review and comment. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from date of award and ends May 15, 2009 plus two option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
