- This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.12. This is not a solicitation announcement. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is an informational announcement, no evaluation letters and/or results will be issued to the respondents at this time. The Federal Aviation Administration (FAA), Office of Civil Rights, requires the assistance of search firms to identify and refer qualified candidates in the targeted disabilities community to fill necessary positions. The nine targeted disabilities are in accordance with Standard Form 256, Self Identification of Reportable Handicaps (Disabilities) Codes, specifically; Deafness (Codes 16 & 17), Blindness (Codes 23 & 25), Missing Extremities (Codes 28, 32, 33, 34, 35, 36, 37, and 38), Partial Paralysis (Codes 64, 65, 66, 67, and 68), Complete Paralysis ( Codes 71, 72, 73, 74, 75, 76, 77, 78), Convulsive Disorders (Code 82), Mental Retardation (Code 90), Mental Illness (Codes 91 & 92) and Distortion of the Spine and or limbs (Code 92). Services needed will include: advising FAA in identifying and analyzing any recruitment barriers; developing and presenting recruitment strategies; using a variety of search methods to identify qualified candidates; conducting preliminary and final reference checks; presenting candidate "short-lists" to the selecting official; conducting preliminary candidate interviews; advising FAA and assisting in hiring negotiations; and providing advisory services as needed. The FAA has a wide variety of administrative, technical and managerial requirements. The most prevalent technical areas include aeronautics and aviation, telecommunications, engineering, technology, finance, contracts and human resource management. Although each area requires different knowledge and skills, many positions also require experience and/or knowledge of aviation and the aviation industry. The FAA also hires world class technical experts in specialized areas of aviation. These positions are called Senior Professionals and qualifications vary based on the specialized field of science and technology that relates to the aviation industry. This market research seeks to identify potential sources for providing the services identified above as well as comments on the attached draft contract documentation. The responses received will assist with defining the appropriate procurement strategy to obtain the necessary services. The FAA is not liable for costs associated with a response to this informational announcement. This is not a request for competitive proposals and will not result in a contract award.
