- THIS NOTICE CONSTITUTES AMENDMENT NO. 001 TO THECOMBINED SYNOPSIS/RFQ FORRESEARCH ANALYSIS AND SOFTWARE TOOLS FOR OPERATIONS RESEARCH OF SPACE FLIGHT PROJECTS. Companies shall acknowledge all amendment(s) in their quote. This notice serves as theofficial amendment to subject synopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to amend the Proposal Page Limitations to reflect: MainBody 15-20 pages, RTO's 5 pages (technical portion), and Past Performance 5 pages(inclusion with Main Body) for a total of 25-30 pages; and to address the followingOfferor's questions:Q1] This procurement has been identified as a Total Small Business Set-Aside. Should weinterpret this to mean, that the small business prime cannot engage University partners ?A1) No, but please refer back to FAR 52.219-14, Limitations on Subcontracting.Q2] What exactly is the Small Business Size Standard for this procurement?A2) "500". This information is provided in the Online RFQ in section "AdditionalSolicitation Information".Q3] Do you expect this will be awarded under GSA? If not, can you please clarify howthese references: Is this a revision to a previous Quote? and GSA Contract Number: ____________, relate to this opportunity?A3) No. There is no GSA reference to this solicitation.Q4] Is this RFP for a fixed price bid or time and material bid?A4) Please refer to the Online RFQ, section "Additional Solicitation Information". Q5] What is the reasonable probability for a company to be awarded the contract, if acompany's principals have done lot of modeling work but not for space flight projects?A5) Please refer to "(d) Past Performance" in the Online RFQ, section "Evaluation".Q6] Does the model/s have to be developed on-site, or could it/they be developedoff-site too?A6) There is no "on-site" performance.Q7] Should the proposal be submitted as a single volume or separated into technical andcost volumes?A7) Technical volume should be SEPARATE from the cost volume and adhere to the pagelimitations as stated in the Online RFQ.Q8] It is unclear whether the past performance should be a separate volume or includedin the technical or cost proposal. If it is part of the technical volume, does it counttowards the page limitation? A8) Past performance can be cited in the main body response as an appendix inclusion tothe overall main body with a maximum of five (5) pages for the total appendix page count.(15-20 Main Body + 5 RTO's + 5 Past Performance = 30 page maximum count for thesolicitation response)Q9] Does the 15-20 page limitation apply to the technical proposal only or to thetechnical proposal and RTO exercises?A9) Please see previous response to question #8.Q10] Do font sizes in graphics also need to be 12 pt. font?A10) Font size in graphics need not be 12-point font but MUST be legible and easilyreadable.Q11] Does the contractor have to be on-site for the full duration? Or can work be doneoff-site with periodic trips to NASA?A11) All work is done off-site. Q12] What is the expected Level of Effort (LOE) or total labor hours available for thisSOW?A12) The SOW under this contract is in accordance with performance based contractingprocedures. Therefore, the Government does not provide that type of information. Q13] Are contractor proposals supposed to provide cost/resource estimates for just thetwo (2) task orders presented in the solicitation, or for the full LOE/Hours expected onthe SOW?A13) Please refer to the information on the Online RFQ, section "AdditionalInstructions".Q14] The solicitation reads as if a COTS software solution preferred, with somecustomization as needed for specific tasks. Is this correct?A14) As per the SOW, the software plan shall identify any open source software.Q15] Are any security clearances (e.g., SECRET, TOP SECRET) required for this work?A15) Please refer to the Online RFQ for all instructions and clauses associated withthis solicitation.Q16] Is NASA open to other methods for cost estimation other than the parametric methodspresented in the task orders? (e.g., simulation)A16) All requirements for this contract has been posted via the Online RFQ. AnOfferor's proposed methods for cost estimation in accordance with the requirements underthe SOW, is to the discretion of the Offeror.Q17] Does the proposing contractor have to already be a contractor for NASA or done workwith NASA in the past?A17) No.The due date for receipt of offers is not extended.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on [ENTER DATE]. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
