- The National Marine Fisheries Service intends to award a sole source purchase order to Mr. Jean Wiener of the Fondation pur la Protection de la Biodiversite Marine (FoProBiM) to provide interpretive services and facilitate information-gathering from Haitian artisanal fishers who are active at Navassa Island National Wildlife Refuge. The purpose of this research is to identify Haitian fishermen (and the communities in which they reside) to document the extent to which they are involved in harvesting marine resources from Navassa Island. Mr. Jean Wiener of FoProBiM has a unique skill set and experience in interaction and information-gathering from the Navassa artisanal fishers, both on site and in the home villages in Southwest Haiti. He has performed similar services on two prior research cruises to Navassa and in an extensive ethnographic study of the Navassa fishing communities in Southwest Haiti. Mr. Weaver is the only known source with the qualifications, experience and expertise to provide the service. There are no other known researchers who have Mr. Weavers excellent rapport with the Navassa fishers. Mr. Wiener is also a certified SCUBA diver which allows him to contribute to other aspects of the cruise operations via in-water observation. The contractors will target coastal communities along the Southwestern tip of Haiti located between Les Cayes to the south and Jérémie to the north, and specifically those with fishers frequenting Navassa Island. The contractor shall provide following tasks associated with this research and will be accomplished utilizing ethnographic field methods: • as accurately as possible, determine the numbers of fishers from each community along the coast of the target area frequenting Navassa Island; • begin research on why fishers use certain types of gear (economics, habit, history, sustainability) and their locations in the target area (correlation between gear types and location); • provide a participant for the 2008 research cruise to Navassa Island to undertake interviews of fishers at the island and continue data collection on: numbers of fishers encountered, their home villages, fishing methods; and with the shipboard research team assist in the design of a method for collecting data from the fishers on their total catch at Navassa (before they leave the island for Haiti); The anticipated performance period is date of award through December 31. 2009. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-3(2). The NAICS Code is 519190. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
