Description
The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National marine Fisheries Services (NMFS), St. Petersburg, FL intends to procure services to provide Maintenance and Expansion of a Staghorn Coral (Acropora Cervvicornis) Nursery in the Upper Florida Keys. The period of performance is being procured from date of award through June 30, 2009. Caribbean acroporids have undergone a 97% decline in regional abundance since the 1970s, resulting in a Threatened status under the Endangered Species Act. NMFS will likely identify the establishment and maintenance of coral nurseries as an action necessary for the recovery of the species. One is currently being maintained by a contractor for staghorn corals. The purpose of the existing nursery is the hands-on salvage of orphaned coral fragments and short-term care and growth of the corals to be used in research and restoration of Caribbean reefs. The contractor will provide the maintenance and care of fragments for specific research and restoration projects to be carried out within the Florida Reef Tract. The objective of this project is to maintain and expand existing staghorn coral nursery in the Florida Keys to provide staghorn coral colonies for several identified research and restoration projects in the Florida Keys. Several staghorn coral research and restoration projects have been or are in the process of being permitted to occur within the Florida Keys National Marine Sanctuary (FKNMS). These projects include the requirement for reared colonies of staghorn corals from known genotypes and known origin. A staghorn coral nursery exists within the FKNMS which maintains several approximately 2,000 staghorn coral colonies of identified genotypes from know origin. The contractor shall be able to perform the following tasks to maintenance and expand a staghorn coral nursery: • Fabricating disks and pedestal on which the staghorn coral fragments are attached • Transporting to and placing of the disks and pedestals at the staghorn coral nursery • Fragmenting existing staghorn coral colonies to create new colonies • Attaching the new staghorn coral colonies to the disks • Maintaining and monitoring of existing and new staghorn coral colonies o Clean colonies o Measure colonies o Photograph colonies o Remove corallivorous snails • Production of monitoring reports including data entry and reduction Interested parties can request a copy of the Request for Quotation. Preference will be given to Small Business Set- Asides or Non-profit organizations 501c(3).The NAICS code for this action is 541990. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. Interested parties can request a copy of the Request for Quotation on or about August 1, 2008. Potential offerors are encouraged to periodically return to this site to obtain the Request for Quotation. Faxed requests can be sent to 816-274-6983, Attn: Sharon Walker. The government requires that all contractors doing business with the government must be registered with the Central Contractor Registry (CCR).
