- SCREENING INFORMATION REQUEST (SIR) Federal Aviation Administration (FAA)Eastern Logistic Service Area1701 Columbia AvenueCollege Park, Georgia 30337 SIR No. DTFASO-08-R-00026HVAC Construction, Modernization, and Repair Service Projects-Eastern Logistics Service Area The purpose of this Screening Information Request (SIR) is to evaluate and select multiple firms for issuance of Basic Ordering Agreements (BOA) for HVAC services (construction and servicing) relating to FAA facilities located in the Eastern Service Area. Firms issued a BOA may receive requests for technical and/or price proposals leading to award of call orders for simple to moderate complexity fixed-price construction contracts. Issuance of Basic Ordering Agreements will be based on evaluation of qualifications in accordance with the criteria as set forth below. Award of specific call orders as requirements arise will be based on price and other factors as deemed desirable by the FAA. Specific firm fixed price call orders will be competed among the successful firms. The Government, in its sole discretion, will determine which, and how many, of the firms holding Basic Ordering Agreements will be requested to submit price and technical proposals for requirements leading to firm fixed price call orders. The range in value of call orders is expected to be $10,000.00 to $1,000,000.00. The Eastern Service Area includes the New England region (Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut), the Eastern region (New York, Pennsylvania, New Jersey, Delaware, Maryland, and Virginia), and the Southern Region (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Puerto Rico, the US Virgin Islands, and Bahamas). Offeror firms must specifically identify which specific regions and/or states in which the firm is ready, willing, and able to perform task orders issued under the BOA. No contractual obligation is created by issuance of any basic ordering agreement. Contractual obligations only arise after issuance of call orders under the basic ordering agreement, after consideration of price and technical factors. The FAA will not be restricted to the firms issued Basic Ordering Agreements as a result of this SIR in order to fulfill its contracting requirements. Government funds are obligated only to the extent that a duly issued call order creates such obligation. Work may include, but is not limited to, the following: Furnishing all labor, materials, equipment, and services as necessary to provide turn-key HVAC Construction, Modernization and Repair Services for the FAA with minimum review and supervision. The work also involves, but is not limited to, construction, modernization, and repair of HVAC systems in FAA facilities; however, the contractor shall have the capability to modify or construct any incidental systems such as mechanical, electrical, structural, piping, etc., necessary for the proper installation, operation, maintenance, and protection of the systems. The HVAC systems include very small window-type units as well as large central plant-type cooling/heating systems. Expertise in the repair, replacement, and modernization of all types of systems is not required, and specialty trades such as piping, controls, electrical, and fuel distribution may be subcontracted. Work may also involve general demolition, and removal of trash/debris. These systems are contained in facilities that house and support air traffic control personnel and electronic equipment that comprise the National Airspace System. These facilities include Airport Traffic Control Towers (ATCT's), Air Route Traffic Control Centers (ARTCC's), and other radar, communications, navigational, and office facilities. In addition to plans, specifications, and/or statements of work for each particular project, call orders issued under these Basic Ordering Agreements shall incorporate all contract clauses specified in the attached, in addition to any other clauses and provisions that may be appropriate to add to specific call orders. Those contract clauses shall be deemed to be amended to conform to forms of the clauses required by the FAA Acquisition Management System as of the date of execution of individual call orders.
