Description

This is a combined synopsis/solicitation for commercial items prepared in Accordance with the format in Federal Acquisition Regulations document (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number FA7000-08-R-0044 is being issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-07. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only solicitation being issued. This procurement is unrestricted by business size and socio-economic category and competition is full and open. The North American Industry Classification System (NAICS) code is 423850, and the small business size standard is 100. Women and women owned, service disabled veteran owned, and small disadvantaged businesses are strongly encouraged to submit quotes. The Government intends to issue a firm fixed price contract for the following: The United States Air Force Academy (USAFA), 10 CES/CERF, has a requirement for a Mobile Aircraft Fire Training Device. See the Statement of Work (attached) for specific details. There are four (4) CLINS. CLINS 0001, 0002, 0003 and 0004: CLIN 0001, One (1) each Mobile Aircraft Fire Training Device; CLIN 0002, Transportation to the USAF Academy Fire Training Facility (FOB Destination); CLIN 0003, Assembly; CLIN 0004, Operator training for 5 personnel at USAFA no later than 60 days after delivery. Delivery is to be made FOB destination no later than 180 days from date of contract to the USAFA Fire Training Facility. Provide a price quote for each of the following CLINS and total price: CLINITEM 0001 One (1) each Mobile Aircraft Fire Training Device 0002Transportation to the USAFA Fire Training Facility (FOB Destination) 0003Assembly 0004Operator training for 5 personnel at USAFA no later than 60 days after delivery CLIN 0001 Price:_____________ CLIN 0002 Price:_____________ CLIN 0003 Price:_____________ CLIN 0004 Price:_____________ Total Price: _____________ The provisions at 52.212-2, Evaluation-Commercial Items, apply to this acquisition. The Government will award a firm fixed price service contract from this solicitation to the responsible Offeror whose lowest price and technically acceptable quote conforms to the solicitation. Only technically acceptable offers will be considered. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with all requirements, that offer will not be technically acceptable. Provide costs for all CLINS. If the item or service is included write zero dollars ($0) or “included.” The provisions 52.212-1, Instructions to Offerors, apply to this acquisition. In your quote, please provide: company name, address, telephone number, date of offer, offer number, quote price; Tax ID #; Cage Code and DUNS #. Additionally, your company must be registered in the Central Contractor Registry (CCR) System and your online Representations and Certifications must be completed at the following website: http://orca.bpn.gov/publicsearch.aspx. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, and the 252.212-7000, Offeror Representations and Certifications, with its offer. This acquisition must comply with the Buy America Act and, as such, a Buy America Act Certification will be provided for your completion and signature. Quotations received after this date and time will be considered late and will not be evaluated. The Government will not reimburse any interested parties for any monies spent to provide a response to this combined solicitation/synopsis.
