- This is a combined synopsis / solicitation for commercial items prepared in accordance with the information in FAR 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. The RFQ number is N00189-08-T-G083 using Simplified Acquisition Procedures for commercial items. This solicitation document incorporates provisions and clauses in effect through FAR and DFARS. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be access in full text at these addresses: www.arnet.gov and www.acq.osd.mil. This is a total small business competitive action. The FISC Norfolk Groton Office requests responses from qualified sources capable of providing the following supplies and service: ***STATEMENT OF WORK*** BLDG 148 PHYSICAL SECURITY SYSTEMSNAVAL SUBMARINE MEDICAL RESEARCH LABORATORY 1. BACKGROUND The government requires Building 148 first floor and basement to have an additional access security system with keyless entry accesses to 4 doors. The system addition must be compatible and connect to the existing DSX-1022 system. The contractor shall provide and install a keyless entry on 4 doors located at building 148 and connect to the existing system located in building 148 and 141. Contractor shall also update existing software to accommodate the added secured doors and upgrade the firmware that is located in building 141. 2. PERIOD OF PERFORMANCE All work shall be performed between the hours of 8:00 am to 4:30 pm Monday through Friday, excluding holidays. 3. LOCATION OF WORK Buildings 148 and 141, Naval Submarine Base New London, Groton, CT 06349 4. DESCRIPTION OF SUPPLIES AND SERVICE a. Requirement is to: Supply keyless access components and materials for 4 doors.Supply materials to connect into existing DSX-1022 system.Supply software and hardware to upgrade DSX-1022 system. Install door keyless access secure system on 3 doors located on first floor of building 148.Install door keyless access secure system on 1 door located in basement of building 148.Connect new system into existing DSX-1022 system.Upgrade existing software to version 3.7.28 located in building 141.Upgrade existing firmware to version 569 (2-chip set) located in building 141. b. Contractor shall: Provide list of components, software, hardware, and materials for the keyless security system to accomplish the above requirement.Provide hours and schedule to accomplish installation of the security system and program upgrades to accomplish the above requirement.Deliver on site, and install new materials and quantities per Equipment List. Perform all final adjustments and system tests.Train assigned personnel in proper system operation. The contractor is cautioned that any work not included in this statement of work shall not be performed unless approved by the Contracting Officer. 5. GOVERNMENT PROVISIONS Government shall provide the following items as required in performance of work; 120 VAC where neededAccess to spaces as needed 6. SECURITY Contractor is required to obtain and provide all necessary information and documents that are required by the Naval Submarine Base New London Security and Pass Office for the contractors personnel, vehicles, and equipment as necessary to complete the work on base. 7. QUALITY ASSURANCE Quality Assurance is a review, inspection, or surveillance process used to make sure that maintenance and service meet established standards. Government policy under FAR 52.246-4 Inspection of Services Fixed Price requires the contractor to maintain an inspection system and gives the government the right to conduct inspections. 8. METHOD OF PAYMENT Payment will be WIDE AREA WORKFLOW (WAWF), HTTPS://WAWF.EB.MIL. 9. CONTRACT TYPE Firm Fixed Price. Any work not included in the statement of work shall not be performed unless approved prior to by the contracting officer. ***END STATEMENT OF WORK *** Quotation shall include as a minimum unit prices, point of contact, contact phone and email, payment terms, and all provision information called for in FAR 52.212-3. The following FAR provisions and clauses are applicable to this procurement: 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5 (applicable clauses contained within 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33), DFAR 252.204-7004. DOD will not longer award contract to contractors not registered in the Central Contractor Registration (CCR) database. This announcement will close at 8:00 AM Connecticut time on 3 AUGUST 2008. All responsible small business sources may submit a quotation which shall be considered by the agency.
