- Provide quote for 8570.1 Network Certification Training at Shaw AFB, SC. The current versions of the following courses are required: A + Prep Course for 8750.1, up to 20 attendees, 7 EA Different Courses; Network + Prep Course for 8750.1, up to 20 attendees; Security + Prep Course for 8750.1, up to 20 attendees, 1 EA; CISSP Prep Course for 8750.1, up to 16 attendees, 1 EA; with a Certification Coach Service who is CISSP certified. Key Components: Assist Air Force network professionals prepare and pass the required exams to meet the Department of Defense 8570 requirements. Quote must include price breakdown for each course, student charge for number of identified attendees, costs, length of course and identification offeror can meet the first training course date and 90-day timeline. Quote must include all instructor costs (including travel expenses), course set-up, manuals, study materials/guide and test-prep software (take home). Quote must include the course description, study material, test-prep software and training instructor(s) and certification. The customer will provide the classroom and the instructor with a computer with projector and white board. Customer requires training to be completed within 90 days ARO. The first training course is to take place the week of 25 Aug 2008 or the week of 1 Sep 2008. Each course must be taught separately and not combined. The using activity will coordinate the training schedule with the resultant contractor. Partial billing and partial payment for completed courses will be authorized. The Government will be responsible for testing. The applicable NAICS code is 611420, $6.5M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation will be evaluated and awarded per the prescribed procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation number for this procurement is FA4803-08-Q-A245 and is issued as a Request for Quotation (RFQ). The basis on which award will be made will be delivery, price and technically acceptable. This requirement is 100% Service-Disabled Veteran-Owned Small Business Set-Aside. Facsimile and electronic mail quotes will be accepted. Quote shall also contain all other documentation specified herein. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be handled in accordance with FAR 52.212-1(f). The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items. The RFQ should be submitted and shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation once an evaluation has been accomplished. IAW FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998), the full text of a clause may be accessed electronically at: http://farsite.hill.af.mil. Contractor's are required to complete FAR 52.204-8 Annual Representations and Certifications (Jan 2006). DFARS 252.232-7003, Electronic Submission of Payment Requests (Mar 2008); DFARS 252.246-7000. Material Inspection and Receiving Reports (Mar 2008); AFFARS 5352.242-9000 Contractor access to Air Force installations (Aug 2007); and AFFARS 5352.201-9101 (Feb 2008) and Ombudsman (Aug 2005). The Ombudsman clause states final resolutions for this acquisition if one cannot be reached with the contracting officer will be made at the MAJCOM level.
