Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health, intends to negotiate and award a purchase order on a noncompetitive basis to SR Research Limited, 5516 Main Street, 2nd Floor, Osgoode, Ontario, Canada, for a binocular head fixed eye tracker. Specifications include: high speed camera set, high speed image processing PCI board, system software for host PC, and 16 Bit Analog output/8 bit digital input PCI Board. This tracking system will facilitate the testing of functional MRI activity in the brains of monkeys performing a variety of behavioral tasks. The system is designed to monitor the pupil position, size of monkey and accurate trajectories of fast eye movements (saccades.) The sample eye position is at 500 Hz. SR Research Limited is the only known source to meet these specifications. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI 628483 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan Nsangou, Contracting Officer.
