- The Government is performing market research related to contractor provided food preparation services. In accordance with FAR Part 10 Market Research, we are requesting industry feedback on the following questions/concerns regarding commercial food preparation services. Please note that this is not a request for proposal and is simply a request for information only. Any costs incurred by contractors in the preparation/submission of responses to this notice will not be reimbursed. The Government requests non-restrictive information in response to the questions below that can be considered during any potential future acquisition planning for commercially provided food preparation services. 1.Are there qualified commercial vendors who possess the current capability to provide food preparation services (cooks) on a military installation in Stuttgart, Germany? If so, do you possess a brochure or web site that details information on your current commercial capabilities/past performance etc? Feel free to submit electronic information that explains your companys capabilities as one aspect of market research is to assess whether a commercial capability exists to provide food preparation services in a military dining facility. 2.In the United States, the Department of Labor provides minimum wages for cooks performing in various areas of the US. DOL minimum wage rates do not apply in overseas areas but are a valuable resource used in the preparation of Government Cost Estimates. As contractors performing in Germany could be US or Local National (LN), is there a German Government site that provides normal expected wages earned by cooks performing food preparation in a dining facility? If not, would companies be able to provide information on a typical wage range for cooks in Germany? Again, please do not provide a price proposal; we are simply trying to obtain information on possible costs associated with contracted services. 3.We have a ROUGH DRAFT Performance Work Statement (PWS) for Dining Facility services. Vendors are welcome to request a copy from the following: Daniel.Mengesha@eur.army.mil and are encouraged to provide constructive comments on its contents. For example, if a paragraph states requirements that are not in-line with commercial practices, we welcome feedback stating that fact. Another example of feedback that we are looking for, is unclear/ambiguous statements in the PWS that require elaboration/correction. Companies are provided the opportunity to provide industry inputs and contribute to the refining of a better, more commercially aligned PWS. Thank you in advance for your time and information. Please note that if a contract requirement materializes, it will be advertised in www.fbo.gov. Again, there is no funding currently set aside for food preparation services and the Government is simply seeking industry feedback in support of market research to obtain information pertaining to current commercial practices and capabilities.
