- Synopsis/Solicitation REQUEST FOR QUOTATION FINANCIAL AUDIT SERVICE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a small business set-aside. The NAICS code is 541211 1. PURPOSE This Request for Quotation (RFQ) is being issued to establish a Firm-Fixed Price (FFP) Contract to acquire audit services to conduct the full scope financial audit of the National Capital Planning Commission's Fiscal Year 2008 comparative financial statements. The audit must be conducted consistent with and meet requirements of OMB Bulletin Number 07-04, Audit Requirements for Federal Financial Statements and subsequent issuances. 2. OVERVIEW The National Capital Planning Commission (NCPC) is the central planning agency for the federal government in the National Capital Region. NCPC's responsibilities include comprehensive planning for the National Capital Region; review of federal and some District of Columbia projects in the region; an annual assessment of all proposed federal and District of Columbia capital improvement projects; representing the federal interest in local and regional planning initiatives; and other tasks. The Commission is comprised of approximately 45 full-time employees, and a 12 member Commission. The offices are located in Washington DC. NCPC has an average annual budget of $8 million dollars. 3. SCOPE This contract is for work to conduct a full scope financial audit of NCPC's financial statements for Fiscal Year 2008, in accordance with Government Auditing Standards and the provisions of OMB Bulletin No. 07-04 and subsequent issuances, as well as other applicable standards and laws, and after undertaking the audit to provide the products and services specified in the Deliverables section below. The period of performance is for one (1) base year (covering FY 2008 statements), and renewable for each of three (3) option years (covering FY 2009, 2010, and 2011 financial statements respectively) at the discretion of the Commission. 4. DELIVERABLES The Contractor is required to submit draft and final versions of the Audit Report, including draft and final versions of a management letter/report and related audit documentation, for the relevant Fiscal Year. The Audit Report for the Fiscal Year shall include, in addition to a management letter/report and related audit documentation, the following: • Contractor's opinion on NCPC's Comparative Financial Statements as of September 30, 2008. • Contractor's report on NCPC's internal controls during that Fiscal Year. • Contractor's report on NCPC compliance with applicable laws and regulations, as well as compliance matters coming to the auditors' attention during procedures other than compliance tests. • Contractor's report on the status of NCPC's actions to address any identified material weakness(s). • Statement(s) whether Contractor finds any material inconsistency between NCPC's financial statements and accompanying MD&A (including reported performance measures). The Report shall contain a description of all material weaknesses and significant deficiencies identified during the audit including recommendations, condition, criteria, and to the extent possible, cause and effect. The audit shall be performed in accordance with U.S. Government Auditing Standards and the provisions of OMB Bulletin No. 07-04, and shall so state in the Report. 5. DELIVERABLE SCHEDULE • Contractor shall submit to NCPC a Draft Report that is fully consistent with and includes all components required by the Scope and Deliverables sections of this Solicitation no later than November 3, 2008. • Contractor shall take into account in preparing the Final Report any comments on the Draft Report that NCPC provides no later than November 7, 2008. • Contractor shall submit to NCPC a Final Report that is fully consistent with and includes all components required by the Scope and Deliverables sections of this Solicitation no later than November 13, 2008. 6. QUOTATION SUBMISSION All quotations must be submitted via electronic mail to bizops@ncpc.gov, facsimile, regular mail or hand-delivered to the Contracting Officer at the address identified in Section 12. All quotations must be received by 5:00 p.m. on August 25, 2008. All quotations become the property of the National Capital Planning Commission and will not be returned. 7. EVALUATION NCPC will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. NCPC will use the following factors to evaluate Quotations: • Qualifications, certifications, and experience necessary for satisfactory performance of required services; • Demonstrated satisfactory performance of contracts for audits of small federal government agencies in terms of cost, control, quality of work, and compliance with federal requirements and performance schedules; • Offer is a Small business concern; and • Cost for the Base Year and each of the three option years. The Offeror must be registered in the Central Contractors Registration (CCR) at www.ccr.gov. 8. QUOTATION STATEMENT : Quotes must include the following: • Quotes/offers must include a brief statement addressing each of the selection criteria specified in the Evaluation section of this solicitation. • Quotes/offers must include a detailed firm fixed-price estimate to perform the services for the base year and each of the three option years. • Quoters/offerors must provide a clear and legible Tax Identification Number and Data Universal Numbering System (DUNS) Number. 9. OTHER • Quoters/offerors must include a completed copy of the FAR Clause 52.212.3, Offeror Representations and Certifications - Commercial Items (JUN 2006). • FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items (FEB 2007), applies to this acquisition. • FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAR 2007), including relevant additional FAR Clauses listed in 52.212-5, applies to this acquisition. 10.
