Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to request submissions from companies who have the ability to perform local disposition of Ordnance and Explosives (OE) using a Contained Detonation Chamber (CDC) that is approved by the DoD Explosive Safety Board (DDESB). Background. The Massachusetts Military Reservation (MMR) has been used since the early part of the 20th century for a variety of military training purposes, beginning with artillery training around 1911. Currently, the MMR is an active military installation used by several different military, non-military government and private entities. MMR is broken down into two major military bases: Camp Edwards and Otis Air National Guard Base. Camp Edwards is the primary training site for the Massachusetts Army National Guard and other National Guard and Army Reserve Units in the New England region. The facilities at Camp Edwards are also used by local, state and federal law enforcement agencies. Munitions and Explosives of Concern (MEC) present a safety hazard and may constitute an imminent and substantial danger to site personnel and the local populace. All work shall be conducted in full compliance with CEHNC, USACE, DA and DoD requirements regarding personnel, equipment and procedures. 29 CFR 1910.120 shall apply to all actions taken at this site. Contractor responsibilities shall include 1) furnishing a DDESB CDC, 2) the safe movement of MEC from the chamber magazine to the CDC, 3) operation of the CDC, 4) providing necessary supplies for CDC operation, 5) the disposal of all MEC scrap generated from CDC operation; 6) coordination with the installation operations authorities and contractors, and 7) fulfilling appropriate reporting requirements. Contractor Personnel Qualifications: all contractor UXO personnel will be graduates of one of the following schools or courses: The U.S. Army Bomb Disposal School, Aberdeen Proving Ground, MD; U.S. Naval Explosive Ordnance Disposal School, Indian Head, MD; The EOD Assistant's Course. Redstone Arsenal, AL; the EOD Assistant's Course at Elgin AFB, FL; or a DOD certified course. Additional information on the qualification requirements for UXO personnel is located at the OE MCX website at http://www.hnd.usace.army.mil\oew Perspective contractors/firms responding to this market survey shall submit the following information: Business classification size (e.g. large, small, 8(a), etc.); statement of capabilities - contractor/firm must demonstrate expertise on at least 2 prjects over the last 5 years. Submission should not exceed 10 pages. Responses are due August 4, 2008.
