- SAMHSA/CMHS/DSSI/CSPB through the Department of Health and Human Services, Program Support Center, Strategic Acquisition Sourcing, Division Acquisition Management intends to award a sole source, Simplified Acquisition, FAR Part 13.105, to Community Anti-Drug Coalitions of America (CADCA). CADCA is unique as to the only organization that works on behalf of over 5,000 community coalitions across the country and hence has ready access to the most diverse coalitions in the nation, as well as the only organization with a Coalition Institute that has the most extensive expertise on coalition development, management and capacity building that can provide the most cost effective analysis of how community coalitions can leverage the Americorps program to deliver substance abuse prevention in communities. Statement of Work/Overview: The purpose of this contract is to provide an analysis of the feasibility of using the AmeriCorps project to increase the workforce in the prevention field by establishing a Prevention Fellowship program with local community coalitions through AmeriCorps. Addressing Workforce Development Needs through AmeriCorps CADCA will provide an analysis of the feasibility of using the AmeriCorps project to increase the workforce in the prevention field by establishing a Prevention Fellowship program with local community coalitions through AmeriCorps. This Fellowship program would be implemented at the community level by the Community Anti-Drug Coalitions of America (CADCA) organization in partnership with local community coalitions. This Fellowship will offer college graduates and health professionals seeking a career in prevention and health promotion an opportunity to be exposed to information, experts, and mentors in the substance abuse prevention field to encourage them to become practitioners. Participation in the AmeriCorps program will also provide funding to the participants for additional certifications, trainings, and degrees to equip them with the skills to be effective substance abuse addiction practitioners. The AmeriCorps project is a innovative workforce development initiative that will increase the substance abuse prevention workforce. The AmeriCorps project will provide a pipeline of young and diverse professionals to address the growing service demand and the approaching retirement of large segments of the substance abuse prevention workforce. Additional training will be provided for AmeriCorps participants to better prepare them to address the changing profile of communities in need, which includes co-occurring mental illnesses and substance use disorders, medical comorbidity, rapidly evolving patterns of licit and illicit drug use, and involvement in the criminal justice system that requires a more prepared and skilled staff. The AmeriCorps project will provide communities a “real-time” response to workforce development that is not dependent on State budgets or additional State funding. Period of Performance: 12 months from contract award date Deliverables: 1 - Receipt and approval of contract plan due 15 days after contract award. 2 - Approval of meeting agenda and Invitation List with a selected group of constituents (community coalition leaders), due within 10 days of approval of both. 3 -Approval of Feasibility Report, due on or before September 30, 2009. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
