- NASA/LaRC has a requirement for two (2) ultra fast synthesizers operating insynchrony to produce a fixed intermediate frequency (IF) allowing the data acquisitionreceiver, an Agilent 8530B network analyzer, to operate at its fastest rate thusproducing minimum test times. The synthesizers are RF and microwave sources that rapidlyshift from frequency to frequency and thus provide data at exceptional speed. They areused as both signal source and Intermediate Frequency (IF) mixer source in the LaRCCompact Range Facility.NASA/LaRC intends to purchase the items from Aeroflex Test Solutions of Plainview, NY.The new Aeroflex synthesizers are drop-in compatible with the other CRTF equipment andthe existing data acquisition software. This compatibility is unique to the Aeroflexequipment, which has the same performance characteristics as the existing Comstron units,and an expected 60,000 hours mean time between failure (MTBF).Purchase of any othermanufacturers equipment would require purchase of additional software drivers, some ofwhich would require development. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon JULY 31, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
