Description:  The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, fixed-price procurement utilizing commercial item acquisition procedures with Colt Defense, LLC, West Hartford, CT 06110 under RFQ 0223583. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Colt Defense, LLC will provide commercial, “off-the-shelf” miscellaneous weapon parts compatible with Colt Defense.223 caliber carbines used by the FBI. Based on market research conducted and contacts made with knowledgeable individuals within the government and the related-industry, it has been determined the FBI’s requirement for the referenced weapon parts can only be provided by Colt Defense. In addition, continued use of Colt Defense weapon parts ensures the agency maintains the integrity of the warranty provided by Colt Defense at the time of weapon purchase. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 4:00PM EST, August 11, 2008, or via facsimile to the attention of: Renee L. Braun, Contracting Officer, at (703) 632-6103. Information received, will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 336992 and the size standard is 1000 employees. The contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12. The awardee shall be registered in the Central Contractor Registration Database and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov
