Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Atmospheric Turbulance & Diffusion Division (ATDD) Oak Ridge, TN., intends to negotiate on a sole source basis with Stevens Water Monitoring Systems Inc. for 400. Stevens Hydra Probes, Part Number 93640-025, Digital Hydra Probe II, complete with 25 ft. cable. The Hydra Probe II was approved by the Scientific Panel in 2006 to be added to the US Climate Reference Network's (CRN) instrumentation to measure soil moisture and temperature. At the time a comparison was made of existing instrumentation (Theta Delta_T Device PR2/6 Delta_Device, Campbello Scientific's Water Content Reflectometer and Hydra Probe II). It was the only probe that measured soil temperatures well as moisture. The Hydra II probe is the same sensor used in the US Department of Agriculture Soil Climate and Analysis Network (SCAN). For compatibility with soil observations from other national networks and because the Hydra II is the only known sensor that measures both soil moisture and soil temperature, this is the only known sensor that meets the government's requirements. This probe has undergone extensive testing and evaluation by the USCRN Scientific Panel. To change any instrumentation would require extensive testing and evaluation. The Hydra II probe instrumentation is the approved component of the USCRN Network, and any changes would require a repeat of these tests, plus one year evaluation. This probe is SDI-12 compatible which means that smart electronics on the probe does the computations, and the probe is queried for its data. The Hydra Probe has been determined to have lower uncertainties, the additional ability to measure soil temperature, and the compatibility with the current USCRN hardware. The salient physical, functional, or performance characteristics that "equal" products must meet are specified below: The ability to provide all-in-one system to measure simultaneously soil moisture variables and temperature. Probe must be compatible with the USDA network already in place. Probe must allow multiple sensors to be connected to a SDI-12 datalogger via a single cable. Must measure dielectric constant from 1 to 78 with an accuracy of + or -1.5%. Measure temperature from -10C to +65C with an accuracy of.1C. Operate on 9-20 VDC with a power requirement of 30mA when active. Include a cable. of at least 25 feet. To be considered for award, offers of "equal" products, shall include the brand name manufacturer. To be considered, firms must furnish detailed information along with descriptive literature concerning their capability to provide the supply and satisfy the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this supply previously and detailed narrative that described your facility and ability to provide this supply. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Stevens Water Monitoring Systems. Faxed information can be sent to 816-274-6983, Attn: Sharon Walker. The Central Region Acquisition Division (CRAD) requires that all contractors doing business with the government must be registered with the Central Contractor Registry (CCR). The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN).
