- The National Heart, Lung, and Blood Institute, on behalf of the National Institute for Dental and Craniofacial Research (NIDCR), intends to negotiate on a sole source basis a non-competitive acquisition with the University of Texas MD Anderson Cancer Center (MDACC) for the NIDCR "Salivary Gland Tumor Biorepository," pursuant to the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. This is a five-year requirement to coordinate and establish a centralized biorepository that stores and catalogues salivary gland biospecimens through a network of satellite centers with proven expertise in salivary gland tumors. The biorepository will, in turn, distribute bio-specimens and data after the requests have been reviewed by the appropriate governing bodies. This will be facilitated through an interactive database that is accessible via a Web browser and is searchable online. MDACC will perform the following services: (1) acquire and collect new biospecimens from MDACC and satellite centers consisting of fresh frozen tissues and paraffin blocks, with matched serum, saliva, and lymphocytes (if applicable), as well as clinical data; (2) establish and store cell lines derived from tissue specimens; (3) develop and maintain a comprehensive, computerized, and secure database housed at MDACC, which will provide detailed information of each biospecimen/cell line, and provide a web-based electronic interface that enables access to available information on biospecimens/cell lines; (4) establish access policies for biospecimen and cell line requests and disbursement to research community; and (5) recruit additional satellite centers. MDACC is currently providing these services under a supplement to an existing Head and Neck SPORE grant awarded to Dr. Scott Lippmann (P50CA097007), co-funded by the National Cancer Institute (NCI) and NIDCR. However, it is not optimal for the Government to continue to support the biorepository under this grant, and thus NIDCR intends to continue to support this effort through a contract mechanism. Transfer of this work described above to any other contractor would result in substantial cost duplications and unacceptable delays in accomplishing the Government's goals for the study. It is therefore recommended that this acquisition be negotiated on a non-competitive basis with the existing site, MDACC. The period of performance shall be five years, beginning July 1, 2009 with an estimated completion date of June 30, 2014. MDACC is renowned for the clinical diagnosis and management of patients with salivary gland tumors, and has a long-standing interest in the biological and molecular investigations of these tumors. MDACC has the largest collection of salivary gland tumor specimens in a single institution in the nation. Since 2000, MDACC has collected 1,050 archival specimens with 526 matched fresh frozen and paraffin embedded tissues. MDACC has been identified as the national and international authority in the pathology and classifications of salivary gland tumors. MDACC has authored the World Health Organization classification of mucoepidermoid and adenoid cystic carcinoma. This is not a request for a competitive quotation. However, if an interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must demonstrate the ability to provide the same repository materials and distribution center, as well as the facilities and staffing to perform these services, as described above. All responses must be received in writing and must contain material in sufficient detail to allow NIDCR to determine if the party can perform this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. Responses providing insufficient information will not be considered. This is not a Request for Proposals (RFP), nor is an RFP available. See Numbered Note 22.
