- The Federal Aviation Administration (FAA), HQ, Washington, DC, is conducting a Market Survey to identify possible Small Business sources capable of conducting a Business Case Analysis of the Project: Wide Area Augmentation System (WAAS), Phase III The type of contract contemplated under this requirement is a Fixed Price type contract for not more than three (3) months in duration. All pricing (to be requested in later a solicitation) is expected to be on a firm-fixed-price (FFP) basis. This announcement is solely a market survey to solicit statements of interest and specific capability available through a Small Business Vendor for the fulfillment of the Government's need. This point of interest is as described in the attached document entitled, "WAAS Phase III Analysis - Market Survey". The response(s) to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in this Market Survey or any resulting formal or informational session related to this Project is not a promise of future business with the FAA. The survey is not be construed as a Screening Information Request (SIR) - Request For Proposal (RFP). As such, the FAA will not accept unsolicited proposals and assumes no liability for any cost associated with the submission of responses to the market survey. The FAA intends to review all response to establish the acquisition strategy. Responses to this market survey may be used to develop the Source List for this requirement and will also be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran Owned Small Business, or the 8(a) Program, in lieu of opening the acquisition up for full and open competition. Responses must be received not later than 12:00 Noon (EST), August 18, 2008. The principle North American Industry Classification System (NAICS) code for this effort is 541990; All Other Professional, Scientific and Technical. The corresponding size standard in gross earnings is less than $6.5M.
