Description
The National Cancer Institute (NCI) Nutritional Epidemiology Branch (NEB) plans to procure on a sole source basis a serum autoantibody test for detection of esophageal squamous cell carcinoma from Dr. Li Zhong of Beckman Research Institute of the City of Hope, 1500 Duarte Rd., Duarte, California 91010-3000. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541711 and the business size standard is 500 employees. The Nutritional Epidemiology Branch (NEB), Division of Cancer Epidemiology and Genetics, NCI conducts intramural research in areas related to nutrition and cancer aimed at lowering human cancer risk. One focus of NEB research is esophageal cancer, especially in high-risk populations. NEB scientists have performed studies of esophageal squamous cell carcinoma (ESCC) in high-risk areas of the world for over 20 years. Esophageal squamous cell carcinoma (ESCC) is a relatively uncommon cancer in the United States, but it is one of the most common fatal cancers worldwide. It has a 5-year survival rate of <16%. The principal reason for this poor survival is that most tumors are asymptomatic and go undetected until they have reached a late stage and cannot be cured. Significant reduction in esophageal cancer mortality will require successful strategies to diagnose and treat asymptomatic precursor lesions and early cancers. The goal of this study is to develop a blood test that can discover patients with these early stages of ESCC. The NCI Nutritional Epidemiology branch plans to take advantage of immune surveillance, the capacity of the immune system to identify tumor-specific proteins and produce autoantibodies against these proteins. To make a screening test, autoantibodies will be selected based on their presence in the blood of cancer patients and their absence in the blood of healthy controls. The cases and controls participants in this study shall be from Shanxi Province in China, a population at high risk for ESCC. Dr. Li Zhong of the Beckman Research Institute of the City of Hope has extensive experience developing autoantibody early detection tests and has developed and published on a very promising autoantibody test for lung cancer. Dr. Zhong’s laboratory developed the only ESCC phage display library in existence, and is the only laboratory known to the NCI that can create the protein array slides necessary for this project. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM ET on August 14, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
