- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 612090 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This is a small business set aside. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for a MRI Compatible Patient Monitor. The system has the following requirements: 1) 2.4 GHz wireless bi-directional communication between the Precess MRI suite monitor and the remote monitor, 2) Precess utilizes wireless ECG with DSP and wireless digital SpO2 which increases throughout while decreasing the cost of ownership by reducing the chance of cable damage, DSP uses software to eliminate the artifacts caused by the MRI environment, 3) 5,000 gauss line compatible with no parameter restrictions, 4) Precess features wireless ECG monitoring and cardiac gating, 5) Grip sensors provide accurate SpO2 monitoring for all patients utilizing a single fiber optic sensor and 6) FiberTEMP is the industries most reliable fiber-optic patient temperature system. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical specifications and (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisitions. Clause at 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due August 8, 2008 3:00PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
