Description
DESCRIPTION(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 301818Q407 is being issued in a Request for Quotations format. (iii) This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. (iv) This is a 100% Small Business Set-Aside (SBSA) under Federal Acquisition Regulation (FAR) 19.502-2 only on condition that at least one responsible small business submits a responsive quote with a grand total price of less than the Simplified Acquisition Threshold. The North American Industrial Classification System (NAICS) code is 212319, with a corresponding small business size standard of 500 employees. All bidders must disclose their appropriate size standard in the submitted quotation(s) in order for the quotation to be considered responsive to the solicitation. (v) Supply and "tail-gate spread" crushed limestone (road rock) on roads throughout the Two Rivers National Wildlife Refuge, Brussels, Illinois. Road locations include the Gilbert Lake Division in Jersey County and the Batchtown & Calhoun Divisions in Calhoun County. All materials must comply with IDOT specifications 1004.01 standards. Line item 0001: 2,250 ton of inch minus (CA-6). Line item 0002: 950 ton -inch clean. Pricing to include all delivery charges. QUOTES MUST INCLUDE PRICING FOR BOTH LINE ITEMS. Quotes are to indicate the unit price and extended amount for each line item. This is a combined synopsis/solicitation to acquire a total of approximately 3,200 ton (total for both line items). Delivery and placement of rock must be coordinated with Refuge Manager at least 5 days prior to arrival. Work must be completed during normal business hours within 180 days from date of contract. (vi) n/a (vii) Delivery of the roadstone shall be made F.O.B. Destination to the U.S. Fish and Wildlife Service's Two Rivers National Wildlife Refuge, HC 82, Box 107, Brussels, IL 62013. The Two Rivers Refuge headquarters is located 4 miles east of Brussels, Illinois. Please note that access from Missouri may require use of the Golden Eagle Ferry to cross the Mississippi River into Illinois and there is a charge for ferry use. (ix) Quotes will be evaluated and award will be made to the lowest responsive, responsible offer submitting a fair and reasonable price and meeting the terms of the solicitation for both line items. (x) Each offerer shall complete, and include with its quotation, FAR provision, 52.212-3, Offeror Representations and Certifications - Commercial Items. In lieu of submitting completed provision 52.212-3, offerors are encouraged to complete the on-line Representations and Certifications (ORCA) at www.orca.gov, citing NAICS 212319 for this solicitation. Failure to submit provision 52.212-3 or ORCA, property completed, may result in a determination of non-responsive quotation. (xi) The FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items pertains as applicable to this acquisition. The following FAR clauses cited in the clause are applicable to this solicitation: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-6. (xiii) Contract Clause 52.211-6, Variation in Quantity is incorporated into this solicitation. The permissible variation is a 15% increase/15% decrease and is applicable to line items 0001 and 0002. Quotes are to include a completed FAR Clause 52.212-3 or ORCA registration, and be signed and dated by an offeror's authorized representative.
