- Description
- The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Texas Tech Center for the Study of Addicition and Recovery Conference, 2500 Broadway, Lubbock, TX 79409. SAMHSA will partner with Texas Tech Recovery Campus to develop a Best Practice Manual and conduct a Replication Conference on the Best Practices to Create a Recovery Campus and conduct effective relapse prevention and recovery support services on college campuses. This conference will build and train 100 to 250 key students and campus officials in Tennessee, GA, WIS, OK CO, TX, Washington State that are establishing Recovery Campuses for students within their existing campus. This national training will also disseminate information on best practices for apprenticeships, mentoring programs, career ladders, internships and partnerships with community colleges and universities. A Conference will be held to disseminate information and provide training to other colleges and universities on best practices for apprenticeships, mentoring programs, career ladders, and internships for students in recovery. The conference format will consist of plenary sessions, presentations, skills building workshops, and action planning on the TTCRC Curriculum with participants that have begun to implement some of the core components of the Curriculum. The contractor shall be responsible for but not limited to the following: Provide Best Practices Manual to SAMHSA The Contractor shall develop a Best Practices curriculum/manual on how to develop a comprehensive continuing care plan and environment on college campuses to assist college students in recovery with academics, financial resources, and life skills and how to provide effective relapse prevention and recovery support services on college campuses. Provide technical support to SAMHSA Seminar/Workshop The contractor shall provide SAMHSA with an abstract describing the Workshops to be presented at the Conference. This abstract will appear in the TTCRC program book. SAMHSA shall work with TTCRC to identify proposed speakers for the workshops. Prior to the Conference, the contractor shall coordinate pertinent arrangements for selected speakers to participate to include travel, hotel accommodations, conference registration, and financial allowances. To the extent possible, TTCRC shall arrange cost-effective travel for each speaker. The contractor shall provide monthly documentation to SAMHSA of arrangements confirmed for individual speakers, and account for cumulative costs and funds expenditures. Facilitate SAMHSA Exhibit at the Conference SAMHSA shall participate as an Exhibitor at the Conference. The purpose of the exhibit shall be to disseminate pertinent HIV, hepatitis, substance abuse prevention and treatment and mental health materials and resources to Conferees interested in SAMHSA programs and grant opportunities. The contractor shall provide full exhibitor benefits that allow SAMHSA to accomplish the above-stated goal and activity. Provide technical assistance for SAMHSA Advertising in Conference Program Book To reach the Conferees, SAMHSA shall provide camera-ready copy for a full-page ad to appear in the Conference Book. The contractor shall assist with technical requirements, providing review and final production assistance. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
