- Description
- The Missile Defense Agency (MDA) intends to award a sole source contract to Lockheed Martin Maritime Systems and Sensors (MS2) of Moorestown, New Jersey for continued Combat System Engineering Agent (CSEA) support to the Aegis Ballistic Missile Defense (BMD) Open Architecture initiatives, integration of Standard Missile (SM-3) Blocks IB and IIB and development efforts and program planning for future baselines. This effort is part of the Aegis BMD (AB) Program and requires continued CSEA efforts to design, develop and test Aegis BMD Weapon System computer programs and other upgrades for Aegis Cruisers and Destroyers. The contractor will continue to provide the necessary material, equipment, supplies and technical engineering required to define, design, develop, integrate, test, deliver Weapons System capability to support developmental testing, the flight test program and ground test Campaigns, tracking exercises, critical experiments, surveillance missions, and other risk reduction efforts, and ultimately operational capability for Aegis Cruisers and Destroyers. The contractor will continue to work in close collaboration with the Prime Contractors for the other MDA Ballistic Missile Defense System (BMDS) Elements and the MDA National Teams to optimize Aegis BMD performance as part of the BMDS. The proposed contract may also include Foreign Military Sales (FMS) efforts. Lockheed Martin MS2 has been the prime contractor for Aegis Weapon System (AWS) computer program development and the Aegis CSEA since Aegis Program inception in 1969 and will continue as the CSEA for Aegis Open Architecture. This contractor is a highly specialized source and no other suppliers or services will satisfy agency requirements. As a result of Lockheed Martin’s involvement in the Aegis BMD Program, it is the only other source that currently possesses the in-depth technical knowledge of the systems requirements to perform the work contemplated herein. No source, other than Lockheed Martin, has access to the proprietary data, resident expertise, and resources to perform the work described herein. This expertise cannot be obtained by any other contractor within the anticipated period of performance without incurring substantial costs and risk. The anticipated period of performance for the effort is up to 10 years after contract award. The proposed contract action is for system engineering expertise for which the Government intends to solicit and negotiate with only one source under the authority of 10 USC 2304(c) (1) as implemented in FAR 6.302. This notice is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Lockheed Martin MS2 directly. See Note 22.
