Description
The U.S. Department of Commerce, NOAA, intends to purchase the following items from Systems With Reliability Limited Partnership (SWR): 4 each Antenna, 4-Bay, NWR Transmitter, Uses EIA Connector for use with Heliax Cable) SWR P/N WRX/4, NSN: 5985-01-4508663 and 8 each Antenna, NWR Transmitter, 8 Bay, w/Power Divider, Phasing Harness, Mounting Brackets, SWR P/N WRX/8 (Uses EIA Flange Connector for use with Heliax Cable) NSN: 5985-01-450-4482. This item is proprietary to Systems With Reliability Inc. and is considered the only source of supply. These antennas will be used as replacements for existing antennas currently in use as needed due to failure and/or damage. A direct replacement must be used due to the engineering studies that have been done to evaluate and approve the initial installation of these specific models on a per radio tower basis. The initial installations have had to be approved based on wind loading, weight, attachment method, and size. If another model antenna was used to replace the original it would negate the accuracy of the engineering study for that radio tower and could create a liability to the Government. If a change is mandatory another engineering study (at an additional expense to the Government) would be required and approval for the change of the antenna would be not be guaranteed. Because the Government does not have the manufacturer's drawings for this part, it would not be economical to attempt to re-procure this part as a "build-to-print". Therefore, it is recommended to purchase the item by part number. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to SWR, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified antennas or an antenna that provides the same fit, form and function as that specified. Any responses that provide for parts other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part numbers specified (P/N WRX/4 & P/N WRX/8). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
