- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation is issued as Information for Bid for a Firm Fix Price contract for Non-Personal Moving Target Indicator (MTI) Instruction Service for the Georgia Air National Guard, Robins AFB. All equipment, supplies, and workspace will be provided by the Government. Support services are primarily conducted on weekdays however there may be time when the support services may also be scheduled during the weekend. The requirements of the MTI Instruction include: 1. The MTI Instructor must be an expert on MTI Analysis programs, techniques and capabilities in order to provide initial and refresher training. 2. The MTI Instructor will teach at least one weeklong MTI Forensic Analysis Course per month by lecture and hands on to include certification tests, practical exercises and a final end of course evaluation. Additionally a 2-day JSWS Usage Course as required up to 3 times per month. Contact with other leading US and Allied agencies, units and locations using MTI data. Must provide any support available in order to enhance the intelligence capabilities of the 116th ACW and or increase the value of JSTARS MTI collections to the IC. 4. The MTI Instructor is expected to maintain a consistent level of practice for post-mission S/GMTI analysis by assisting in the S/GMTI production requirements of the 116th OSS IN as the training program allows. 5. Due to the high security level of information the MTI Instructor will ensure all data is appropriately protected and only accessible to those with the level of clearance, access, that they are authorized such as the need to know. Technical, programmatic and schedule materials shall be stored on appropriately approved government computer systems. 6. Official travel will be required to visit other locations in order to perform duties as outlined in Appendix 3. Official travel will be authorized at the discretion of the 116th ACW SIO. Funding for official travel will be provided by the government. 7. All contractor personnel must at all times be recognized as a contractor. 8. The MTI Instructor will be required to submit monthly reports. Contract shall be awarded for one base year and four option years. Award will be a Firm Fixed Price Contract. Award will be made to the lowest priced technically acceptable. Technically acceptable proposal will be determined based on the contractor having the necessary qualified personnel with current TS/SCI level clearance from the start of contract performance. Contractor personnel will have expert prior military experience in MTI Instruction. Proposal must include names and points of contacts of other Military customers who they have performed this or similar work for in the past three (3) years. The Contractor shall submit a total price for the base year and four option years. Simplified Acquisition Procedures will be utilized. This is 100% small business set aside. NAICS code is: 611430. For the purpose of evaluating price for award, the price offered for the MTI Instruction Service will be used to determine the lowest price. In order to receive an award of this contract the contractor must be registered in the Central Contractor Registration database at www.ccr.gov. All responsible sources may submit an offer which shall be considered by the Agency. This solicitation W912JM-08-M-1004 is issued as an IFB. This is a solicitation document and incorporates provisions that are in effect through Federal Acquisition Circulars. The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2007) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any proposal. The clause at FAR 52.212-4, Contract Terms and Conditions (Feb 2007) applies to this acquisition.
