Description
Based on the Precision Guidance Kit (PGK) Request for Information (RFI)responses that were recently received, the US Army Joint Munitions & LethalityLife Cycle Management Command (JM&L LCMC) Acquisition Center, Picatinny Arsenal, NJ 07806-5000 on behalf of the Office of the Project Manager Combat Ammunition Systems is considering revising the acquisition strategy for the Precision Guidance Kit (PGK) to allow additional time to enable further operational requirements definition and technical maturity to obtain the objective PGK capabilities. The revised strategy under consideration could aid in achieving a near-term warfighting capability for the 105mm High Explosive (HE) projectiles while continuing to implement a competitive approach to meet the Armys longer-term full PGK objectives. The USG is interested in a System Development and Demonstration (SDD) and a Production phase for a 105mm HE projectile program. Following the SDD phase, the USG expects to obtain a Milestone C decision. The production phase will include as many as four production options (1 year per option). The USG desires pricing and delivery information for the SDD and Production phases to include developmental testing, technical reviews, and program milestones to attain a Milestone C decision and transition to production (including long lead material, equipment, etc.) This SDD phase pricing will cover initiation, planning, execution for development of a precision guidance kit that will meet the requirements in the draft performance specification dated 8 August 2008. Additional pricing under SDD will cover 750 tactical units including GPS SAASM and 750 non-tactical units without Guidance Navigation and Control to support production qualification testing. The Production phase pricing will include the individual prices for four production options which include a quantity range of 10,000 to 20,000 per year. Respondents should include an assessment of their technical readiness including applicable testing results or analysis that supports achieving the following threshold requirements for the M1, M927, M760 and M913 105mm HE projectiles: delivery accuracy of 30 meter CEP; GPS P(Y) SAASM; Reliability; and Enhanced Projectile Inductive Artillery Fuze Setter (EPIAFS) compatibility.Contractors are advised that no funding will be provided for preparation of the ROMS.
