Department of Commerce, U. S. Census Bureau, Suitland, Acquisition Division Room HQ-3J441, Washington, DC, 20233 THIS IS A NOTICE OF INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES AS THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. MAF/TIGER PARTNERSHIP SOFTWARE (MTPS) APPLICATION DEVELOPMENT, OPERATIONAL MAINTENANCE AND TECHNICAL SUPPORT SERVICES The NAICS Code for this acquisition is 541511 – Custom Computer Programming Services, with a Size Standard of $23.0 M. The potential contract value is $800,000.00. The Geography Division, of the U.S. Census Bureau plans to contract by means other than full and open competition for the purchase of system software support services from the only known available source with unique capabilities. Caliper Corporation developed the MAF/TIGER Partnership Software (MTPS) for five major Census Bureau data programs for the forthcoming 2010 decennial population Census. These applications are used by over 40,000 state, local, and tribal governments to enhance the Census Bureau’s Master Address File (MAF) and TIGER geospatial database of roads, legal and administrative boundaries, and geographical area reporting units for Census and survey data. The five custom applications were based on Caliper Corporation’s Maptitude GIS. The Geography Division of the U.S. Census Bureau chose the Oracle 10g Spatial Technology platform to merge the Master Address File (MAF) for the entire US with the TIGER data, the US mapping data, into one seamless national mapping system. The redesign of the MAF/TIGER database is focused on creating a leading-edge platform that integrates spatial data with other information. This platform allows Census Bureau representatives to interactively update location information efforts to improve the quality and accuracy of the information updates. The aim of this requirement will provide for continued support of the MAF/TIGER Partnership Software (MTPS) application that was developed for five major Census Bureau data programs. The Contractor shall work with Census Bureau software developers and analyst to ensure continued effiency of the MAF/TIGER update system in the support of operations and maintenance of the MTPS. The specific tasks include; The Contractor shall perform the following activities in support of the MAF/TIGER Partnership Software (MTPS) application. The Contractor shall provide all supervision, management, personnel resources, materials, supplies and equipment (except as otherwise provided). The Contractor shall also plan, schedule, coordinate, and ensure the effective performance of all identified tasks. Services provided shall be performed in accordance with the requirements, terms, and conditions of this Performance Work Statement (PWS) for continued support in the areas of technical, consultative guidance, training, customization, development, operational maintenance of the MTPS application. Long distance travel is not anticipated. The place of performance will be U.S. Department of Commerce, Bureau of Census, 4600 Silver Hill Road, Washington, D.C. 20230 UNITED STATES. The period of performance shall be date of award through September 28, 2009, with two (2) one-year options. The government anticipates awarding a Time and Material type contract utilizing FAR Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: CALIPER CORPORATION, 1172 BEACON STREET, SUITE 302, NEWTON, MA 02461-1146 Interested parties may submit information in accordance with this announcement, which may or may not be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
